Police are searching for the author of dozens of leaflets distributed in three districts in Phnom Penh on Wednesday calling for a "people's court" to prosecute Prime Minister Hun Sen for a host of alleged misdeeds, officials said.
Municipal Police Commissioner Touch Naruth said that his officers collected at least 80 leaflets from the streets inToul Kok, Russei Keo and Chankar Mon districts accusing the prime minister of everything from eliminating freedom of expression to several far more serious charges.
The leaflets, which were produced on a computer and unsigned, bore an anblem depicting three tiger heads, Touch Naruth said.
Kandal provincial police chief Iev Chamroeun said Wednesday that the same leaflets were distributed two weeks ago in Muk Kampul district. Contacted by reporters at the time, police in the province would not confirm that the anti-Hun Sen leaflets had been distributed.
Iev Chamroeun referred all further questions to Deputy National Police Commissioner Sok Phal.
Sok Phal said he was unaware of the leaflets.
"They want to defame the government and cause social disorder," Touch Naruth said.
Police have launched an investigation, but have no suspects yet and are unsure what the three tiger heads symbolize, he said.
When found, the authors of the leaflet will be charged with defamation and spreading disinformation, Touch Naruth added.
Government spokesman and Information Minister Khieu Kanharith could not be contacted for comment.
Sam Rainsy Party lawmaker Eng Chhay Eang said the flyers were probably genuine, but police would not use the leaflets as an excuse to target SRP members, he added.
"They cannot play that game again," Eng Chhay Eang said.
In October 2000, leaflets were distributed in Phnom Penh, allegedly by the Cambodian Freedom Fighters. The drop was followed weeks later by a foolhardy attack by lightly armed farmers-turned-CFF-fighters on the heavily defended Ministry of Defense and several other government buildings.

Hahahaha, I think those leaflets are definitely authored by them CPP members because only them know exactly what Hun Sen's tactics are and whose control Hun Sen is really under. After all the Cambodian people never put Hun Sen in power. Hun Sen used to say that his Cambodian enemies know him too little to dislodge him from power. Hun Sen said that even the Cambodia's constitution is under his feet. Only the Vietnamese can remove Hun Sen from power at will. Hahha. That is why Hun Sen said before that anyone inside Cambodia who wants to challenge him, he has already saved lots of machine guns to shoot the Cambodian heads out just as his Vietnamse friends used to use the Khmer heads as tripods to boil their tea. In the past Hun Sen clearly stated that should any Cambodians want to challenge his Vietnamese backers, he is prepared to give each of them challengers a ready-made-to-use personal coffin. Hahahhah.

Yeah I like your comment. It is well said. If Cambodia is a democratic country, then it is legal for the people to exercise their freedom of speech. Hun Sen is just but one citizen of Cambodia. If Hun Sen claims that the Cambodian people put him in power, then he should know also that the Cambodians can be critical of his poor job performance and national policies as well. Hun Sen will go down in history as the most incompetent leader who can't lead or develop Cambodia. It is high time for Hun Sen to go live the rest of his days in Hanoi. That was my plan in letting Khmer know about the truth of Cambodia. Leaflets is the way to go since most Cambodia doesn't have internet. Spreading information like this could led to the overthorw of hun sen soon. Khmer need to educate others to know the truth not living under lies.

Hun Sen is in a position of PM for a long run. 30yrs has past and looking forward to another 30yrs if possible and no body can topple him down. They can shout, cream and yell, but that won't do anything to get him out from his seat. Reasons: He's being put to in-charged of Cambodia by Vietnam. He signed a life time contract with Vietnam inorder for Vietnam to invade Cambodia and drove Khmer Rouge out of power. Now every moved HunSen makes is oversee/controll and dictated by Vietname. Even HunSen wanted to Bring Democracy to Cambodia, but Vietnam won't allow. If HunSen dare to challenge that, vietname will slit his throat and pick another Khmer Puppet to be controller and continue on running Cambodian under the ordered/controll of Vietnam. There will be no political group can challenge this. If they try, they will be in serious danger and can win the plan and propganda that Vietnam has all along plan to take over Cambodia and now we're almost there. Just wait and see...

I don't think what you have described are correct. I recommand you to read the cambodia history since 1890 till 1979. You follow it carefully, you will see why there is Lonol regime, why there is Khmer rough regime, and why there is A youn regime.
