Prime Minister Hun Sen on Thursday told visiting UN High Commissioner for Human Rights Louise Arbour that the Cambodian government wanted to cooperate with the UN's human rights office in Phnom Penh, not close it, a spokesman for the prime minister announced.
During the one-hour meeting at Hun Sen's residence near Independence Monument Arbour did not mention UN human rights envoy Yash Ghai, according to the premier's spokesman, Eang Sophalleth.
Ghai's frank assessment of human rights in Cambodia drew an angry rebuttal from the prime minister in March. Both Arbour and UN Secretary-General Kofi Annan subsequently expressed their support for Ghai. "Samdech [Hun Sen] will not close the UN office. If the office wants to continue, it is up to the office," Eang Sophalleth said.
"What the government wants is for the human rights groups to tell the truth about the work the government is doing, to show the facts and avoid just viewing Cambodia as hell," he said.
Arbour asked Hun Sen to report to her directly if problems with the Phnom Penh Office of the High Commissioner for Human Rights arose in the future, he added.
She also told Hun Sen that the world had not yet learned of improvements in human rights and the democratic process in Cambodia, Eang Sophalleth said.
Arbour's spokesman Jose Diaz said Thursday that requests for comment were best left for a news conference scheduled for this morning.
Ny Chakrya, chief investigator with local rights group Adhoc, said he believes that Arbour supports Ghai's report but is being diplomatic on her visit and does not want to dwell on the past.
"She wants the NGOs and the government to concentrate on the current situation," he said.

If the prime minister realy had power to run the country, why he doesn't close the UN human rights office to show the world that he had power?
Shame on the spoke person(Eang Sopalleth) who is deaf and blind? What happened to the beer girl that was shot by one of the soldier who was not satisfied the services. Does she deserve a right as a human? This is just a small sample and Her rights was abused.
Mr. Hun Sen You have to show these animaux, who is the strong man who is the boss! Close Human Right office please. CCP is the one they like it or not. Mr. Hun Sen is the best of all the rest.
Mr. Hun Sen! you have no reason to close the office of the UN Human Rights in Cambodia because this office has helped our people from any human rigts violation from many powerful people. the goal of this office is to monitor and to encourage all level of people to respect the rights of each other. they come to do a good job for our country. we still need this office untill the rule of law and true democracy have been brought to our country. Mr. Hun, if you want true democracy in our country, you have no reason to worry about this office. They come to teach you and our people the univercial rights that we posess it from our birth.
Samdatch Hun Sen will let the UN Human Rights office in Cambodia stay open, but He still have reason to close the office because it lie about our government. and we have rule of law we have a very good goverment with real power.
A chrouk 2.26 am, i don't know how can you say that, i guess may be your family get the benefits from that goverment or your family is from VN or you are an editucated person, but fully of selfishness.
Try to open your eyes while watching movies, but try to close your eyes while watching movies and say that the movies is very good, sound is very clear OH YES.
