While King-Father has published on his website articles regarding the [use of] 3G phone technology in response to the statements issued by prime minister Hun Sen, the government had rushed in to provide clarifications on this issue.
Kampuchea Thmey had recently contacted Khieu Kanharith, the government spokesman who is currently in a meeting in Malaysia, to ask for clarifications. He said that prime minister Hun Sen did not ban this new technology as used in 3G phones. He is only banning the use of these new phones to send instant photos to each other.
This type of ban was motivated by the worries of the prime minister that a number of individuals would use their new phones to send pornographic photos to cause serious negative effect on morality and social welfare in Cambodia.
Khieu Kanharith said that currently, Cambodia does not have 3G phones yet because of their high prices. However, Cambodia already have 2.5G phones which allow people to check stock price in the world, or read soccer news and received other news just like a TV set. Furthermore, these 2.5G phones can also send emails and other pictures as well, [Khieu Kanharith added]. Therefore, according to Khieu Kanharith, this new technology is nothing more than publicity made by the phone companies. He said that on the other hand, the Cambodian government did not ban the use of this advanced world-class technology, it only bans people from using these new phones to send photos as a business to cause negative effect on morality and social welfare.
Khieu Kanharith stressed that prime minister Hun Sen never ban the use of these new technology 3G phones (3rd Generation Technology Phones).
The minister added that those who spoke about the import ban by the government on this type of 3G phones are the newspapers who are speaking out beyond their realm. At first, it was thought that 3G phones could allow people to see each other’s [photos] from one country to another. However, for Cambodia, this feature is not yet available, it is only for planning purpose. In fact, 3G phones can communicate very fast through satellite, but Cambodia does not have this ability because the price is too high.
King-Father Norodom Sihanouk said on his website article published on 28 May that he regrets the [lack of] confidence by the government which had banned the use of 3G phones.
King-Father said, while addressing to Buddhist monks, that the respected prime minister Hun Sen claimed that these 3G Phones can show pornographic films which could lead some monks to commit fault towards the Buddhist Vinaya, the rules of chastity.
King-Father noted that another senior politician who is acting as the advocate of 3G Phones, said that if one condemns these 3G Phones, one should equally condemn cars which can perfectly move around exciting and not shy girls. King-Father also quoted the words of a young and pretty Cambodian woman who expressed her regret on the ban imposed by the prime minister.
Even with these comments being published, the government spokesman had already denied the false information and comments made by some newspapers saying that the government is banning the use of 3G phones.
3G phones have been in used in Japan since October 2001. This type of phones allows fast internet access and sending of photos. These are popular wireless phones used to send messages very fast.
The 3G technology can be used in phones and other devices, and also in communications. They can also allow mobile phones to send SMS text messages, songs, still photos, videos including sound. Because the technology of these phones are so advanced, it was the reason why the government are worried that some individuals would take advantage of them to negatively affect social welfare in Cambodia. Therefore, the government wishes only to prevent those people who want to cause negative affect on social welfare through the use of these phones. It is not a ban on this advanced world-class technology per se.

Khiev Khannarith, You're a flip-flop idiot whose doesn't know how to talk like your boss, Hun Sen. Both of you accused the media that make comment to ban G3 phones. Idiots, you're the ones to ban this phone first, idiots. Whose brought this nonsense subject to the public. It's idiots (Borany Hun sen, Duck shoot wife, Happy Read's Wife, Black or White Kheng's wife, etc...). Why Sihanouk involves with this issue? Is he using the G3 phone too? Give me a break, Mr. King. Do you have any other issue that more important to do such as Vietnam border, Prash Vihear monument claimed by Thai, hungry poor Cambodian people, homeless people whose lands stole by CPP every day.
Go to hell all of CPP... These guys claimed they're buddhists, but they're all committed crimes. They will go to hell when they die.
