Sam Rainsy Party lawmaker Son Chhay has called on National Assembly President Heng Samrin to delay today's scheduled promotions of nearly 200 staff members at the Assembly, saying some of them lacked sufficient work experience and educational qualifications.
The Assembly is set today to appoint 180 office chiefs and general directors to serve in newly established offices and departments at parliament.
Son Chhay said by telephone Wednesday that he was concerned that some of those being promoted were relatives of senior Assembly officials, and warned that if the Assembly went ahead with the promotions, he would reveal their family connections.
"Some of the staff don't have work experience and education certificates," Son Chhay wrote to Heng Samrin on Tuesday, adding that more staff with appropriate qualifications and experience had been passed over.
"To avoid any criticism and complaints from the Assembly staff who received this injustice, Samdech, please delay the announcement," he wrote.
Heng Samrin said the officials were being promoted for their hard work, not for family connections.
"I have done nothing wrong with the law. We just promoted them," Heng Samrin said, noting that all those being promoted were already employed by the Assembly. "We didn't bring new people," he said.
He added that he needed to restructure the Assembly's administrative structure following the departure of his predecessor, Funcinpec President Prince Norodom Ranariddh.
"When there is a new president we have to appoint new people," he said, adding that Son Chhay was critical because Heng Samrin had refused his request to allocate some of the promotions to SRP officials.
"Son Chhay asked me to share the quota," Heng Samrin said. Son Chhay denied the allegation.
Cheam Yeap, CPP lawmaker and Assembly finance committee chairman, said that in a separate appointment last week, a friend of his had been appointed his personal aide by royal decree. "We need personal aides," he said. "The chairman can also nominate their children as long as they are qualified," he added.
Hang Puthea director of the Neutral and Impartial Committee for Free Elections in Cambodia, called for an investigation into Son Chhay's complaint. "I don't support family appointments. There should be public recruitment," he said.

I thnk even their dogs at home are promoted according to Heng Samrin and Cheam yeap if they think... that the dogs are qualified...
it proves that CPP has corrupt people in the government and in the national assembly
