Cambodia's Deputy Premier Sar Kheng Questioned for 'Unusually Great Fortune'

After Samleng Yuveakchon Khmer had briefly reported on the vast fortune of Deputy Prime Minister and Interior Minister Sar Kheng, an Interior Ministry official who asked to remain anonymous disclosed that Deputy PM Sar Kheng's wealth was many dozen times more than what Samleng Yuveakchon Khmer had reported. This is because Deputy PM Sar Kheng sold and leased out state property in many places but no proceeds went to the national coffer. It is this point that has generated suspicion that the huge riches of Deputy PM Sar Kheng probably stemmed from the corrupt practice of selling and leasing state property and real estate for his own profit.

This senior Interior Ministry official hinted that if we wanted to know the sources of Deputy PM Sar Kheng's great wealth we should ask Dul Koeun, deputy National Police commissioner, for his duty was to make money for the deputy prime minister. It was learned that Dul Koeun was often cross with Deputy PM Sar Kheng because he did not get the percentage as expected after working so hard to make hundreds of thousands of dollars for his boss. This means that after Dul Koeun had brought Deputy PM Sar Kheng bundles of dollars, the latter kept everything, giving his underling no cut.

Samleng Yuveakchon Khmer is afraid to admit how true the above piece of information is. We are continuing to follow this story very carefully. However, the informant who disclosed this news to us is one of Deputy National Police Commissioner Dul Koeun's confidantes and he knows all the secrets between Dul Koeun and Deputy PM Sar Kheng. If this news is not true, Dul Koeun can always deny it because this deputy National Police commissioner knows the sources of the huge fortune of Deputy PM Sar Kheng better than anyone else.

The high-ranking Interior Ministry police officer familiar with Deputy PM Sar Kheng said that over the past few years Sar Kheng sold and leased out state-owned real estate in many places in a very irregular manner. No one knows where he kept the money because none of the proceeds of the sales or leases went to the national coffer. Among the deals he made included leasing the Siemreab provincial police station, selling the main provincial prison (the old prison) in Siemreap province, selling the site of the Interior Ministry's Logistics Department, which was part of the royal place, to businesswoman Suy Sophan, selling the Royal Police Academy at Russei Kev, selling the site of the Phnom Penh municipal police station, and selling the site of the Monivong Hospital to CTN television owner Kit Meng in the form of a 99-year lease.

The source further revealed that in all the above sales and leases of state property, Deputy PM Sar Kheng used his authority as interior minister to make very subjective decisions without consulting with any Interior Ministry officials. This problem has discontented other fellow Cambodian People's Party [CPP] leaders in the Interior Ministry, leading them to expose Deputy PM Sar Kheng's malpractice to the public. As a matter of fact, the sources of Deputy PM Sar Kheng's unusually great fortune are being dug up, and Samleng Yuveakchon khmer will report on the findings in our future issues.

A Batdambang provincial police officer told Samleng Yuveakchon Khmer over the phone yesterday morning that the residents of the Batdambang provincial capital want to know from where did Deputy PM Sar Kheng get all the money to build a grand mansion worth about $1 million in Prek Mohatep village, Svay Poa commune, Batdambang district, Batdambang province. If Deputy PM Sar Kheng does not enlighten this question, it will surely make the people suspect that he got all that money from corruption in the sales and leases of state property. Therefore, the deputy prime minister must tell the voters in his constituency all the truth in order to maintain his clean reputation.

Several Interior Ministry officials have made similar claim that Sar Kheng's possessions are no less considerable than those of Sok An, another deputy prime minister and minister of the Cabinet of the Council of Ministers. Besides the many mansions he owns in Phnom Penh, Deputy PM Sar Kheng has several luxury cars and is the owner of an opulent villa at Prek Eng in Kien Svay district and of the grand mansion in Batdambang worth approximately $1 million at Prek Mohatep. This makes the people even more curious to know about the sources of Deputy PM Sar Kheng's huge income.

Interior Ministry officials further said that the expulsion of the 168 families of the police and military officers and ordinary people from the compound of the Monivong Hospital was the great feat of Deputy PM Sar Kheng in the interests of tycoon Kit Meng, head of Royal Group and owner of CTN. For this reason, Interior Ministry spokesman Khieu Sopheak went to great length to try to cover up the facts about the Interior Ministry police authorities using violent means to expel the people from the Monivong Hospital community although this incident had become the talk of the town and had been known all over the world.

Samleng Yuveakchon Khmer is receiving more tips concerning the irregularity committed in amassing this great fortune by Sar Kheng in his capacity as deputy prime minister, interior minister, and brother-in-law of Chea Sim, the not-so-powerful president of the CPP.

Every located property where respective MP member constituency reside,then voter lodge petitioned official complaint for the legislative overtly investigation in the interest of transparnecy and anti-corruption. That will be the only way to find out truth.

I wish all Khmers who are non-CPP to be united in order to win the next general election.It means those who will not vote for CPP won't fight each other and hold their hand to liberate our Homeland from.....? in order to promote prosperity to our people.And I also bag to those opportunist politicians of the Non- CPP's party to quit politic in 2008'election including Mr. Sam Rainsy who are trying to cheat our courageous Khmer Activists.
I wish NO:FUNCINPEC-CPP's government, NO:SAMRAINGSY-CPP's government and NO:FUNCINPEC-SAMRAINGSY-CPP'S government.

I wish after 2008's election Cambodia will be independent for the second time!!!!

I have no doubt that this animal has accumulated a lot of monies for himself since 1979. THis kind of animal mentality has created too much suffering to other Cambodians. Cambodians must stand up to chop them up into pieces if they want their country to move forward.
