(Kyodo) - An undergraduate student in Cambodia said Friday he created a computer virus that has infected thousands of computers in Phnom Penh, causing them to operate slower than normal.
Ngov Seng Vannak, a 20-year-old student majoring in information technology at Build Bright University in the capital, told Kyodo News he spent almost a year in making the "BBU Virus." BBU is an acronym for the university.
The student said he tested it earlier this year on university computers and it worked, causing them trouble. He said he also created a vaccine.
He said that creating the virus was just a way to learn more about computers. "I didn't have any bad intention to destroy others' computers, but it spread to the whole city unintentionally."
The BBU virus has spread to thousands of computers throughout Phnom Penh over the last few months, though the damage has not been serious, according to an IT technician at a computer shop in Phnom Penh.
The student said he is also creator of another computer virus that has been detected in Cambodia, called "My Style," but he gave assurances that he will no longer engage in such acts.
In Vireakcheat, a rector at the university, said that following a series of complaints made to the university, he warned the student and had him sign a pledge not to make any further trouble, or he may be expelled from the university.
Phu Lee Wood, secretary general of the National Information Communication Technology Development Authority, said a draft sub-decree on the use of computers is now being discussed.
The envisaged sub-decree would enable legal action to be taken against people who create computer viruses and those who use information technology to support terrorism, he said.
