Cambodia, VN Reach Oil Deal 'In Principle'

Cambodia and Vietnam have agreed in principle to jointly explore the seabed beneath their disputed sea border for oil, but no details of how that exploration might proceed have been decided, an assistant to Prime Minister Hun Sen said Tuesday.

Hun Sen met with Vietnamese Deputy Prime Minister Nguyen Sinh Hung in Phnom Penh Tuesday afternoon to discuss joint oil exploration. Eang Sophalleth said.

"No details have been made, this is just an agreement in principle," he told reporters outside the Council of Ministers building in the capital.

"It is not clear what the cooperation would look like."

Foreign Ministry Secretary of State Long Visalo said Monday that the countries had agreed, during a meeting between Nguyen Sinh Hung and Foreign Minister Hor Namhong, to proceed with preparations for oil exploration despite a lack of resolution on the sea border. "We have to begin to study, step by step, to search for where (the oil] is located," he said.

"Both of our countries should cooperate to study oil and gas and should also build a refinery."

He said the visiting delegation will meet with the National Petroleum Authority today to try to iron out details.

Thai Prime Minister Thaksin Shinawatra and Hun Sen discussed developing oil resources in the western sea border in Phnom Penh Aug 10.

No agreement about where to draw the border was made at the meeting. Thailand and Cambodia have signed exploration contracts with different sets of international oil companies for the 2,600-square-kilometer overlapping claims area.

Skyrocketing oil prices and diminishing reserves worldwide have pushed global petroleum companies to look for oil in places like Cambodia where deposits are modest in comparison to the Middle East and elsewhere.
