Heng Pov, the former Phnom Penh police chief, has not been arrested yet up to today, even though his visa has already expired. A foreign radio station reported that Heng Pov is currently applying for political refugee status with the UN office in Geneva. Singapore had promised to arrest Heng Pov and hand him over to Cambodia, however, political analysts said that with the involvement of the UN, Singapore will have a hard time in this affair. VOA reported on 24 August that Heng Pov applied for political asylum with the UNHCR in Geneva, however, this organization did not yet take a decision on Heng Pov’s request. Legally, Heng Pov can stay in Singapore for a 1-month period. However, if he wants to remain in Singapore, he can leave Singapore for a very short period before his visa expires and then returns back to Singapore.
