Prime Minister Hun Sen has refused to release a journalist for the little-known newspaper Scream for Justice. Police arrested Hem Choun, 47, on June 8, accusing him of participating in a May 31 riot that broke out during the attempted eviction of residents from Village 14 in Phnom Penh's Tonle Bassac commune. In a letter dated Aug 14 to King Norodom Shamoni, Hun Sen said that Hem Choun had committed "criminal acts" that injured policemen and led to the torching of the local village office. Hem Choun and two villagers— Chhen Sovann, 45, and Chan Ra, 48—were charged with destruction of public and private property and remain detained in Prey Sar prison.
