Justice: The 184 members of Interpol are mobilized to search for Heng Pov

The secretary-general of Interpol which is based in Lyon (France), sent Friday evening a “red alert” to the 184 member countries of the international police organization calling them to help the Cambodian authorities to actively search for Heng Pov, the former Phnom Penh police commissioner who is accused of murders. The collaboration between the Cambodian police and that of Singapore, where the fugitive would have resided, did not provide any result up to now.

According to Keo Vanthorn, deputy-director of Interpol Cambodia, the decision of the secretary-general was made at the request of the Cambodian authorities. The involvement of the 184 member countries in the investigation should, according to Keo Vanthorn, lead to a quick arrest of the Heng Pov. This “red alert” is not an international arrest warrant, but it allows to circulate through all member countries, the arrest request for a person in view of his extradition, provided a national jurisdiction (such as the municipal court of Phnom Penh) is issuing a warrant.

Also on Friday, 5 persons among the 8 detained the day earlier when they were arrested at the home of the former commissioner, had been placed under temporary detention for illegal possession of firearms based on the decision made by judge Kim Ravy. Kim Ravy declined to provide comments, and so does Ok Savuth, the prosecutor who asked for the arrest the 8 persons.

According to Mak Chito, director of the department of penal police, the five arrested were bodyguards, the assistant and the chauffeur of Hen Pov. “We ceased 9 firearms in his villa, however, only 2 of them were inside the house. The seven other [firearms] were found carried on these individuals,” Mak Chito explained. According to Mak Chito, 3 of those arrested were found to be innocent after their arrest and they were freed. “These 3 people are simply his relatives who had to live in the house in order to pursue their studies in the capital,” the director of the department of penal police underscored.
