The leader of the Sam Rainsy Party had issued a call on Friday 11 August, to all NGOs and the National Election Committee (NEC) to stress on the education and explanation to the population on the importance of the election registration form for the upcoming commune elections. In the absence of such registration form, voters will not be able to vote in the upcoming election.
During a press conference held on Friday at the Sam Rainsy Party central committee headquarter, Mr. Sam Rainsy said: “In rural areas, [the population] does not understand at all, they don’t understand what it is about … they do not know about anything while time passes by, at the end of the month, they (NEC) will stop the distribution [of voter registration forms] … Those who do not receive it [the registration form], lose their chance and will not be able to make any change … if their name is wrong [on the form], during the election day, they will not be able to vote…”
The distribution of voter information form (voter registration form) started on 01 August and will be completed on 31 August, the population had to verify their name against the names in the NEC list. However, during the first week of August, only 6% of the forms have been distributed to the 7 million of eligible voters.
Mr. Sam Rainsy has requested for an extension in the distribution of the voter registration form, the one-month time given to the voters to correct their information on the registration form is not sufficient.
Tep Nitha, the NEC secretary, said that the NEC is pushing for the diffusion of education on the voter registration form, he denied that the distribution of the form in the villages was performed according to political party lines.
He also indicated that the voter registration form is distributed only to gather information. If someone finds out any mistake in their name, and does not have the chance to make the correction during this distribution of voter registration form, that person can ask to have their name corrected once the NEC closes its registration list.
Tep Nitha said: “For people who do not receive the voter registration form, they can check their name on the list posted by the NEC around 29 September. We will post the list at the commune offices, they can check their names on the list, and if there are mistakes, they can ask to have them corrected just like during the [current] voter registration form distribution.”
Kul Panha, Comfrel Director, said that NGOs had broadcasted some education information on radio, but it did not do anything major to send out leaflets or posted signs in regards to the voter registration form distribution campaign.
According to the NEC, based on the first week of distribution of the voter registration form in the 24 provinces, 1,932 persons in the list were found to be dead, 4,529 have moved, and 567 have their names registered more than once.

I apologied that I jumped to the conclusion very fast because I am so frustrated whenever I look at Cambodia. However, although, Uncle Sam was behind the tail, you are not a kid. You are the politician and you are the royalist who have had leadership experiences, and you were expected to be an expert of your decision. Furthermore, you weren't alone there to decide, you must have your advisor or a political consultant with you at the. Now, you are telling me that you signed the contract without reading it and because your lawyer told you so. To me, that is so wrong about all of you. You are running your country. It's not Uncle Sam. Haven't you ever heard the story about Uncle Sam? There are many countries around the world that they don't agree with Uncle Sam most of the time, that why Uncle Sam always invades their country.
Being a leader or a politician in your country, you must know your country, your people, your country history, your people political behavor and the culture of your people. If you don't know about yourself, you will be defeated.
One thing about that aid, the aid is only benifit to the people in power or business elits, however, the people in general, especially, the 95% of farmers are living on the rice which they grow and eat with the Pro Hor(Cambodian pickle fishes) day by day. Even now 2006, there are still people living in below poverty line.
Sir or Madam, I am not a politician but I understand that you can have your choice, and among you, there is at least a person who has some kind of political expert on international aid or political economy, so choose it wisely. Especially, knowing your people and your country is the best decision to make rather than someone else telling you what to do. Yes, I understand that you need aid but sometime you might need to refuse it too. It's sound like a dictorship. Isn't that Cambodian has always encounter this kind of political moron for centuries? It is better that you are driving rather other because you know you are a good driver.
Now listen! Cambodian leaders were never in any position to make any decision! All the fucken decisions are made in Washington, Bejing, and Moscow! and even in Bangcock and Hanio? The fuken Thai even said during the 1980 that they want to turn Cambodian battle field into economic field!ahahahah

Who is making the decision to sign the boarder deals with Vietnamese and Thai, recently, even though, we all know that the deals encounter a big loss to Cambodia? Is America, or China, or Russia signing these deals for us? Who is making the decision to sign these deals?

Do you consider AH HUN SEN as Cambodian leader? You got to be kidding me! This mother fucker is a fucken traitor! The fucken Thai and the fucken Viet are supporting this mother fucker in signing any treaty even the King can't even stop him! I remembered AH THENG BUNMA a Thai business man who help funded AH HUN SEN to overthrow Prince Ranaridd in 1997 coupe! Recently AH HENG POV, the corrupted police chief and he is not even Cambodian!
All Cambodian people should thank Uncle Sam, China,and Viet for their predicament! Uncle Sam help AH HUN SEN to come to power! China and Vietname help AH HUN SEN to maintain his power! Cambodian leaders have the responsibility to follow what Uncle Sam have to say! Cambodian leaders have the responsibility to follow what China and Viet want!
