Phnom Penh [CPP] 'killer cop' may be in Singapore

Phnom Penh (dpa) - Cambodia is in urgent high level negotiations with Singapore in an attempt to arrange the extradition of a former top police officer wanted for murder who was thought to have fled there last week, an official said Tuesday.

Interior Ministry spokesman, General Khieu Sopheak, said Cambodian police believed former Phnom Penh Municipal police chief Heng Pov was still hiding in the city-state and although the two nations did not share an extradition agreement, Cambodia was hopeful negotiations would result in Pov's arrest and return.

Immigration sources said Pov fled Cambodia on a SilkAir flight on July 26. A warrant for his arrest was issued that afternoon for the murder of Phnom Penh Municipal Court Judge Sok Sethamony in April 2003, as well as a count of kidnapping and conspiracy to murder at least two other men.

"Although we do not have a formal extradition agreement in place with Singapore, we are hopeful that country can help us because Singapore does not harbour nor condone murderers," Sopheak said by telephone.

The spectacular fall from grace of two-star general Pov has rocked the Cambodian police force to its core.

It follows the arrest of his close associate, former deputy municipal minor-crime police chief Ly Rasy, in January, and another former senior police officer, Hang Vuthy, in February, who escaped jail last month and is still wanted.

Police have alleged that Heng Pov ordered the two and their subordinates to commit a range of crimes which included assassinations, kidnappings, torturing of suspects and extortion.

A search of Heng Pov's home just outside of the capital Monday turned up a large cache of weapons and thousands of dollars in counterfeit money, police said.

Sopheak said Interpol had been asked to investigate Pov's current whereabouts overseas. If he is returned and convicted, he faces life in prison.

Nah, just hand over a few millions of his easy earned money or a some of his hidden tresures (young virgin beautiful gals waiting in his villas waiting to serve him) to Hun Sen and he'll be ok again.

If any of your children has benefit from your karma, he or she will also have to serve that karma too. We are all being born for happiness. If you destroy other happiness, you will pay a huge price.
