However, they added that the sharply increased police presence was for Nuon Chea's own protection and stressed that he was not under house arrest and was free to seek hospital treatment should he request it.
Media reports in mid-July claiming Nuon Chea and another Pailin resident, former Khmer Rouge head of state Khieu Samphan - both prime candidates for indictment in an upcoming trial of former Khmer Rouge leaders - were flight risks were strongly denied by the government and local leaders.
"His health is serious right now," a member of the group of up to a dozen police guards at Nuon Chea's house, all of whom declined to be identified, said at the weekend. "He is very ill. It has become much worse recently. Right now he is treating himself at home."
He said he believed Nuon Chea was suffering from high blood pressure in particular.
Police cordoned off the 81-year-old's home on the Thai border on "orders from the top" as of three weeks ago, the plainclothes officer added. Rather than enlisting local police from the former Khmer Rouge stronghold, most of the new guards were from Battambang, nearly 100 kilometres away.
Government spokesman Khieu Kanharith said by telephone that the government had placed guards on Nuon Chea's home to protect him and prevent the unwanted attention of journalists in particular but that Nuon Chea was free to go where he wanted and speak with whom he wanted until the event that the joint UN-Cambodian Extraordinary Chambers issued a warrant for his arrest. He said he was not aware of Nuon Chea's state of health.
Advocates for a trial have long urged a speedy process to ensure justice is found for the victims of the Khmer Rouge's 1975-to-1979 Democratic Kampuchea regime while the ageing and ailing former leaders could still stand trial. Up to 2 million people died during the ultra-Maoist's rule.

I don't really blame this man for what he had done. However, I condemn our culture and our society structure. Our society seems to endorse heartless punishment by hatred. Our society seem to exploite one another viciously. Our Cambodian society is immoral. Teacher corrupted the students. Soldiers, polices or officials are corrupted. Judges are corrupted. The government officials are there for themselves. Even a woman to a woman, one is pouring the acid on one another face. This is a cruelty punishment. We are Buddhist follower but we seem not baring or respecting the principles of Buddha. We are known as a smiling people but we are burden by hatred in side. =Oh? Khmer had been going downward even during the French! The French made Cambodian people pay more in tax than the rest of Indochinese country and the French even look down on Khmer as stupid and lazy! Wow, full of FIRST-HAND NEWS/INFO!
Having read your comments, I came to conclude that what you heard, I heard; and what I read, you have read, and vice versa. The different is our stands and analysis on this important political matters. I have to give you a big applaud because I and may be only I heard or read SECOND-HAND NEWS/INFO.
In reality, nationally if not internationally standard, a leader is held to a higher standard. A standard that is respected, protected, and best serve for the interest of people and the country.
SIHANOUK HAD MANY GREATEST OPPORTUNITY TO UNITE KHMER, TO BRING PEACE, FREEDOM, AND JUSTICE FOR KHMER AND FOR THE COUNTRY BUT HE INTENTIONALLY FAILED TO DELIVER.
My second-hand news/info. - specifically, look at how Sihanouk handled the Paris Peace Agreement of 1991, UN 1994, and recently the KR Tribunal, etc.
If you are talking about Ah Viet Cong and Ah Hun Sen, I can assure you that nobody would argue with you. Whether it is 1st, 2nd, or 3rh, etc. news/info. the world know about their political scheme.

I read all the comments, it seem that all of you blame Khmer Rough killed khmer poeple. I agree with you but you should note that historically, communist in other coutries also killed alot of persons such Russia, China and Vietname in 1968. Came to this, you should know who is behind Khmer Roug, a communist movement buit by Ho Chimin in 1950 and a lot of Vietcong are among Khmer Roug.
You blame on Khmer Rough alone how above Vietcong agents among the Khmer Roug regime.
