Viettel, VN's military-run telecom, seeks to make further inroads into Cambodia

The military-run telecom corporation, Viettel, is applying to the Ministry of Planning and Investment for a licence to invest US $1 million in a project in Cambodia. If approved, this will be the first project invested abroad in the telecom service field by a domestic company, opening a new way of development for Vietnamese telecom businesses. Thu Ha tells more.

Viettel plans to provide VoIP (voice over Internet protocol) telephone services throughout Cambodia. To begin with, in April, Viettel established Viettel Cambodia Pte Ltd headquartered in Phnom Penh to seek the Cambodia telecom market.

Viettel also plans to supply mobile phone and internet services in Cambodia and Laos and co-ordinated with Cambodian partners to install two international on-land optic cable networks to Cambodia.

Not only Viettel, the country’s leading telecom service provider, the Vietnam Post and Telecommunication Group (VNPT), is also promoting procedures to invest abroad.

VNPT is finalising procedures for a license to invest in a joint venture to produce copper cable in Laos. In April 2006, VNPT signed a contract with a Lao partner to seek for co-operation opportunities to provide GSM mobile phone service.

In Cambodia, VNPT is also promoting activities to establish a telecom service providing company. The group is also looking for investment opportunities in developing countries and completing procedures to open a branch in the US which is scheduled in October this year.

According to Nguyen Duc Quang, director of Viettel Cambodia Pte Ltd, the biggest challenge for them when investing abroad was that they did not have any experience carrying out business activities in foreign countries. In addition, they also had to cope with strong competition from other businesses in these markets. VNPT also shares the same viewpoint.

Furthermore, some Vietnamese procedures relating to investment abroad are too complicated, causing difficulties for domestic businesses.

Along with the control of domestic market, it is considered a new way of development for Vietnamese telecom businesses to expand investment abroad. This will help them be active in international integration, especially when Vietnam is soon to become a WTO member.

Cambodian government should not approve Viettell project in Cambodia because it will not benefit Cambodian people. Viettell will bring their experts from Vietnam and their related families to Cambodia to work for their company.There are going to be more Vietnamese investment comes with its people to comtrol Cambodian politics.

The Vietcong are ear-dropping on Cambodian people conversation! Who in their right mind would allow the Vietcong military-run telecommunication corporation in a civilian market? This just doesn't make any sense!

Now it makes alot of sense if AH HUN SEN need the help of the Vietcong to gather sensitive information electronically to control Cambodian people and at the same time AH HUN SEN will share the profit with the Vietcong!

Those Cambodian people who sign up the Vietcong telecom will undoubtedly give out many personal information about themselves and it is these Cambodian people who can be tracked down by tapping into their telephone system or computer system for easy listening or reading computer files! Remember there are no law in Cambodia regarding VOICE OVER INTERNET PROTOCOL! The Vietcong military can operate their business in Cambodia with impunity!
