Three suspects who are all Khmer Krom [Cambodian from Kampuchea Krom, current South Vietnam] people, were arrested on Monday 11 Sept in Phnom Penh and sent to court to stand charges this Wednesday.
The authority said that the 3 suspects, 2 of whom are male, are: Thach Samnang, Thach Ngoc Soeun, and another woman. They were arrested for distribution of disinformation leaflets in June. The leaflets are criticizing the government leader for his involvement in several criminal activities in Cambodia.
A government official told RFA that [the government] suspects the three of being involved with the Khmer Kampuchea Krom movement which has recently formed a [Khmer Kampuchea Krom, K3] government in exile led by Mr. Thach Chan. The Khmer Kampuchea Krom government in exile is known as the Supreme National Council of Kampuchea Krom (SNCK2).
On Tuesday, the Prime Minister of the K3 government and the President of the SNCK2, who is currently in the USA, has denied any involvement with the 3 suspects arrested by the Cambodian authority.
Prime Minister Thach Chan issued a denial statement in the name of the K3 government [in exile] which was recently formed at the end of June 2006. The statement, issued from the US, claims that [the K3 government in exile] is not involved nor did it issue any order to the three suspects.
Mr. Thach Chan said: “We did not, and we did not even know about this issue, we do not know the 3 persons [arrested]. The K3 government has recently been formed after [the distribution of anti-Hun Sen leaflets in Cambodia]. We do not know them, we did not know this story, and we never heard about this story.
Thach Dara, President of the SNCK2 with its headquarter in the US, said that he suspects that the accusation was made in order to frame innocent Khmer Kampuchea Krom people following an order issued by Vietnam.
Mr. Thach Dara said: “We do not know, to tell you the truth, we do not know at all. We do not know who is creating this story. Let me tell you this, even for the dumbest person, the formation of a government such as the one presided by Mr. Thach Chan currently, it cannot afford to confront 2 or 3 enemies at the same time. This means that we oppose Vietnam only, why do we need to oppose Cambodia? There is no reason [for us] to oppose Cambodia. This action is 100% made up by Vietnam because Vietnam is very good at concocting this type of stories. Our group predicts that Vietnam is the one who made up this story. We have no involvement in it, our group has no reason to oppose Cambodia, and we are not involved in perpetrating violence against any activities led in Cambodia.
According to history, the territory of Kampuchea Krom was placed by the French colonial regime under the governance of Vietnam on 04 June 1949. The loss of this territory led to the flight of numerous Khmer Kampuchea Krom people to go live abroad. Some of those who fled, have set up organizations, associations, and movements to oppose the current Vietnamese regime.
Currently, there are at least 3 to 4 major Khmer Kampuchea Krom movements that have been formed outside of the country, these movements claim of conducting non-violent activities to fight and demand the return of Kampuchea Krom land.
On Tuesday, Prime Minister Thach Chan of the K3 government, stressed that his movement does not conduct any activity opposing the current Cambodian government which is maintaining a close relationship with Vietnam.
Mr. Thach Chan said: “We never thought of getting involved, or oppose them (Cambodian government). Our group does not want to be an opposition of the Phnom Penh government, there is no need for that. Our group is working on our issues which are already quite difficult, as you can see, there is no need for us to get involved like that. I suspect that they are organizing this the way they are told by our enemies because our Vietnamese enemies are very good at stirring up affairs like this. Along the border, the Vietnamese are even creating fake [resistance] front by saying one thing or another. I do not even know about this issue, for 20 years already, we never wanted to get involved with the Cambodian government.”
In Cambodia, Mr. Tach Setha, the President of the K3 association, declared on Tuesday that the three arrested are not involved with his association. Nevertheless, Tach Setha demanded for an investigation on the accusations leveled against the three, prior to the court judgment against the 3 suspects.
Thach Setha said: “All this affair, there is no involvement with our associations and organizations inside Cambodia. The distribution of leaflets and disinformation involved a few private individuals only, it is a private activity. Our Khmer Krom organizations and associations are not involved with any such activity. I am calling for the government to properly investigate this affair because these [arrested] Khmer Krom people are angry and are opposed to the Vietnamese, this is a Khmer Krom issue. But as for the disinformation against the prime minister (Hun Sen), it could be that he (Hun Sen) is incited by someone else. We are asking the Vietnamese government to properly investigate this affair in order to provide justice to all involved.”
As of Tuesday, there is no reaction yet from the Cambodian authority to the denials made by Khmer Kampuchea Krom leaders.

Whether ordinary Cambodians want to face the reality or not, the CPP is a puppet of Vietnam. The Puppet must follow the orders from the Master. If the SNCK2 opposes Vietnam they will automatically be in trouble with its puppet.
Past experiences have shown that the CPP murdered any anti-Vietnamese Khmers and floated their bodies down the Mekong and Bassac Rivers as a warning to others. Vietnam is in charge of the CPP, and the CPP is in charge of Cambodia.
Vietnam and the CPP always employ the same dirty trick: faking a conflict, creating a reaction and eliminating an opposition. That's how they still win sympathy from certain quarters in the world while their victims are suffered and persecuted without mercy for an invented crime.
