Her Excellency You Ay (CPP) landgrabbing issue is rearing its ugly head again in Kg Speu

You Ay, CPP Secretary of State at the ministry of Women's and Veteran's Affairs. She set claim to several thousands of hectares of land in the province of Kompong Speu. As in the present case, villagers are forced to clear their land to make way for the land claim made by Her Excellency.

Phnom Sruoch villagers protest land problems and imposed curfew

About 90 villagers from Chamkar Chek Thmey village, Treng Trayeung commune, Phnom Sruoch district are protesting in front of the Kompong Speu provincial court on Monday 11 Sept, they are accusing the arrest of villagers, their beatings, and the setting of a curfew at night time starting from 6:00 PM.

Ven Thi, a young man, said that he and two other siblings along with other villagers forming a group of 7 people, returned back to the village from selling their bamboo trees at 8:00 PM on 02 Sept, while they were walking home in the Chamkar Chek Thmey village, 10 uniformed men bearing the parachute troop sign, unit no. 911, arrested the villagers and handcuffed them. “There were no curfew signs, they just beat us right away.”

Ven Virak, the younger brother of Ven Thi, claimed the same thing as his brother: they were beaten and kicked by the soldiers. In the ensuing struggle, four of the villagers were injured and they all went into hiding. None of them want to report the beating.

The young men said that the soldiers are beating them because recently, the Chamkar Chek Thmey villagers are forced to clear their homes out the land claimed by Mrs. You Ay (CPP Secretary of state of the Women's Affairs Ministry). You Ay claimed that she legally bought several hundreds of hectares of land. “When the parachute soldiers from unit 911 came [to the village], they prevent the villagers from getting out at night time, they are afraid the villagers would be spying [on them],” the young men claimed.

Mrs. Vorn Ul, the representative of the protesters, said that there are 574 families currently living on land You Ay claimed to be hers. The protesters said that they need land to live on, each family needs about 1 hectare of land, however, You Ay agreed only to give 200 hectares to all the 574 families. Each family would receive a plot of 25-by-100-meter (0.25 hectare each). “We asked for 1 hectare for each family, she refused. We are not accepting a 25-by-100-meter plot.”

Nuth Romduol, the (SRP) MP from Kompong Speu, said that he intervened to ask land from You Ay for 200 hectares, however the land was distributed to another group of people who are not the villagers living in the Chamkar Chek Thmey village. Regarding the beating and the use of violence against the villagers, Nuth Romduol said that he helped the villagers draft the lawsuit to present the court already.

Nuth Romduol said: “Soldiers from the parachute unit no. 911 are always giving hardship to the villagers in the Phnom Sruoch district, and in the Chamkar Chek Thmey village.”

Roath Thavy, Adhoc representative in Kompong Speu province, said that the beating of the villagers and the curfew sign posted in villages during a time of peace should be seriously considered by the government. The government should control those who are practicing illegal activities during a time of peace.

RFA could not contact the commander of army unit 911 which the villagers accused of beating and injuring them.

After the protest, the Kompong Speu provincial authority and the police authority are inviting the protesters for a meeting on Monday afternoon to seek for a resolution.

Chab Nhalivuth, the deputy provincial governor, said that the authority did not issue night time curfew orders.

If Cambodia government to learn from China, Hun Sen must learn their good succesfull policies. They shouldn't used all fails policies. In China, all lands belongs to the state. Noone can own a piece of land. They must lease land from the government for their housing, commercial building, and factories. For all farmers, their lease are free of Charge. Now all farmers are free from paying tax and also their education and medical care are also free. But for all of those who are living in the cities, they must pay their lease, the education for their children and their medical care. In this case the state can distribute fairly the wealth of the nation through out the country. All of those who are now occupying thousand of ha of land are needed to be prosecuted for their illegal landgrabs. The woman above must be carefull for landgrabbings. She must learn the bitter lesson of Pol Pot. The more you committed this kind of crimes, the sooner another Pol Pot will return to Cambodia.

You Aoy, you can not live to be a hundred and you are now rather old, so why don't you try to do more good deeds for yourself? Though you believe or not believe in hell or heaven, it is a matter that will happen after your death. Don't try to copy what your bosses, Hun Sen, Chea Sim and Heng Samrin, have done. I believe that they now feel repentant of what they had done in the past. They do not have anything to depend on after their deaths, so why do they try to do more bad deeds rather than good deeds? Heaven and hell really exist and when you are sorry for your present acts, it seems too late.
