Book on corruption at the Cambodia Center for Human Rights (2)
Following accusations of corruption and embezzlement leveled against him by 16 persons who have closely worked with him (see KI, 10 September 2006: "Corruption scandal at US-financed CCHR"), CCHR President Kem Sokha earlier this week attributed the allegations to "disgruntled former employees who lost their jobs." However, among those former employees, there are high-caliber lawyers and journalists who now hold important positions at prominent NGOs and claim that their motivation is to only expose "Kem Sokha's dishonesty" in order to "prevent Cambodian democrats and donor countries from being cheated by a crook." They are preparing a book titled "Corruption at the Cambodian Center for Human Rights" in which methods of fund embezzlement will be detailed: stealing staff members' salaries, daily allowances and fringe benefits, inflating expenses, paying accomplices under the table, inventing activities that have never been conducted, issuing falsified documents, etc.

They claim that CCHR regional office heads officially earn $500 a month but in fact get only $300 to $350. In the same manner, education assistants at the same regional offices must assert in writing that they perceive a monthly salary of $200 while in fact they get only $150. They also claim that Kem Sokha himself officially earns a salary of $3,000 a month from American tax- payers' money. However, since the creation of the CCHR in 2002 its initially poor President has apparently amassed a fortune as evidenced by his standard of living: luxurious villa, lavish expenses, children studying in costly schools in the USA.

Hun Sen to visit Australia (2)
Prime Minister Hun Sen who is currently on vacation in Paris after attending the 6th ASEM summit in Helsinki earlier this week, will pay a five-day official visit to Australia around the middle of next month at the invitation of Prime Minister John Howard.

Sam Rainsy to inaugurate SRP chapters in Italy and Sweden (2)

He will travel to Stockholm on September 23 to inaugurate another SRP chapter in Sweden. In Europe, the SRP already has chapters in France, Belgium, Germany, Switzerland and Austria.

KI provides some light on Sokha entreprise CCHR.Actually should be a lot richer than Hun Sen since his salary way more than Prime Minister salary or Sam Rainsy.
Shed more light on his extra cirricular and bed room cost per month beside being the advocate of Hu-man not wo-man rights? Can his legal wife have a lover too?

They ( you know who) probably planted these workers inside CCHR to creat corruption. If what they say are untrue, then Kem Sokha should use the system to play with it at their own game. Sue them for defamation.

Hun is doing it so why Kem.

SRP had Voted for Immunity Law!

Sam Rainsy has conceded that 10 of his own lawmakers voted in favor of the law passed by parliament to limit the free speech of its members, despite the Sam Rainsy Party having officially branded it as unconstitutional. The controversy over the law, which passed centered on a provision that makes it possible to prosecute legislators who abuse "an individual's dignity, public order, social customs or national security." The provision, in Article 5 of the law, allows for lawmakers to be detained immediately-without their immunity being stripped-for undefined "obvious crimes." Sam Rainsy claimed that the 10 SRP lawmakers who voted for the law did so due to undefined "inconsistency" and confusion. The party will not discipline them because their mistake to vote for the law was a "mistake in good faith," he added. SRP parliamentarian Eng Chhay Eng said he voted for the law even though he didn't support Article 5. He added that other articles in the law, which gave lawmakers pensions and funeral expenses, were good. He also maintained that Article 5 could be amended later. SRP lawmaker Cheam Channy revealed that he had voted for the law in part because he hadn't paid any serious attention to Article 5. He added that he ultimately decided to vote yes because he saw that other SRP members were voting in the law's favor. The official count of the vote was 93 lawmakers for the law and one opposed to the law. SRP lawmaker Yim Sovann said he was the SRP's no-voter. However, SRP lawmaker Keo Remy also maintained that he was in fact the SRP's only dissenter. Cambodian Center for Human Rights Director Kem Sokha said the SRP lawmakers who voted for the law appeared to be more focused on their own personal interests than in serving the country. "They think of their benefits and not the people," he said. Interesting indeed. Analysts and observers have for long maintained that SRP members attending parliament were there just to make sure they are seen and heard by the media circus and not there for serious debate or review of legislations and laws. Given the admission by SRP parliamentarians that they did not give serious attention to the law shows the disrespect the law makers have for the National Assembly, the constituents and the general public. They cry foul after voting for it and plead ignorance when it should be the "don't care" attitude which the SRP members deploy. If the 10 SRP MPs couldn't read and understand Article 5 perfectly in Khmer then they shouldn't be an MP at all. That is just to show their incompetence right up to their party leader.

P.s (off topic), re: chhim watt koh. According to my research that jargon "Chhim watt koh" should always precede with the word "AH" (no disrespect intended). It's just so inviting for Khmer who knows Khmer language to address you as "AH Chhim watt koh" (again no disrespect intended)....Do you know that?

Mr SAM RAINSY MEETS HUON XEN IN PARIS?

According the newspaper SRALANH KHMER published on Saturday 16 September 2006, one member of CCP said that HUON XEN would try to meet Mr Sam Rainsy and Mrs Tioulong Saumura in Paris and ask THEM to intervene with sister-in-law’s Sam Rainsy, Mrs ANTONIA TIOULONG NOSEDA who is in charge of the publication of the weekly magazine EXPRESS, to stop publishing DOCUMENTS or ALLEGATIONS of HENG POV anymore.

Apparently Mr Sam Rainsy left Phnom-Penh to PARIS on Thursday 14th at 8 pm (instead of Saturday 16th as planned) while HUONG XEN was in PARIS AT THIS TIME as well (IS THAT JUST A COINCIDENCE?), after he had left the ASEM SUMMIT in FINLAND LAST WEEK, and would return to Phnom-Penh on Saturday 16 September.
One another source said that, on last July, HUONG XEN had also tried to make contact by phone with Mr Sam Rainsy while the latter was in visit in America. HUONG XEN would have requested Mr Sam Rainsy not to get involved in an internal CCP problem , especially HENG POV's, that what Mr Sam Rainsy could have agreed.
When Mr SamRainsy came back to Phnom-Penh, he called his members to abstain from getting involved in HENG POV affair that, (in his own opinion, but not in the public opinion), is just an INTERNAL CCP PROBLEM .

As a strong and loyal supporter of Samrainsyparty, I would request him to take account for the rumour above that could undermine your reputation as a GREAT PATRIOT.
