Born Samnang personal notes reveal police involvement

According to daily notes kept by Born Samnang [one of the two accused of assassinating unionist Chea Vichea in 2004] during his incarceration in Prey Sar jail, he indicated the names of two police officers involved in forcing him to confess to the murder of Chea Vichea.

The notes bearing the name of Born Samnang and signed by the latter, revealed the name of deputy police chief Ly Rasy and the name of another police officer working directly under the order of Phnom Penh police chief Heng Pov.

The handwritten notes were started on 31 Jan 2004 and lasted until 24 Feb 2004.

The notes, which were provided by a source who claimed that they were personally handwritten by Born Samnang himself, indicated that the two police officers went to meet Born Samnang in Prey Sar jail, offering him on several occasions, money, cigarettes, fruits. The officers also brought women for Born Samnang [in jail] including his girlfriend and prostitutes, to sweet talk him to follow the orders given to him.

The notes accuse Phnom Penh police chief Heng Pov of telling Born Samnang not to be afraid at his court appearance, and not to worry about the court decision, Heng Pov said that he would send a letter to the King to ask for a pardon [for Born Samnang should the latter be found guilty by the court].

Cambodian banana court must learn some of the lesson in a civilised society. These kind of illegal jailing will need to be recompensed heavily to make sure that the victims families can satsfy with their dramas which they have been through their nightmare. The previous judge must be sacked and be banned from practicing in the counrt for at least 10 years.
