Court Names Heng Pov as Suspect Eight Years Later

Phnom Penh Municipal Court in 1998 charged but did not name Heng Pov as a suspect in the attempted assassination of Koh Santepheap newspaper publisher Thong Uy Pang, the court's Deputy Director Ke Sakhom maintained Tuesday. Eight years ago, court officials were too afraid to name Heng Pov, who was then a senior police official and his accomplices, Ke Sakhorn said. "They knew their identities but they were too afraid to act," Ke Sakhorn said. Even after charging Heng Pov’s brother, former economic police chief Heng Veng, in 2002, the court still could not act, he added. On Aug 25, 2006, the court finally named Heng Pov, who was until recently Phnom Penh's chief of police and an adviser to Prime Minister Hun Sen, as a perpetrator in the shooting of the publisher and his bodyguard, Ke Sakhorn said. The court also named former deputy chief of minor crime Ly Rasy and former foreigner police chief Pheng Phai as suspects in the crime. David Chen, an attorney acting for Heng Pov, said in an Aug 25 interview that Heng Pov denied he was involved in the shooting of Thong Uy Pang. Sok Sam Oeun, executive director of the Cambodian Defender's project, said that the willingness to confront Heng Pov perhaps represented newfound political will by the country's leaders. "I think it’s a good sign to show the other corrupt officials," he said.

This is just another evidence for the international community that the Cambodian courts are not independent. The courts are afraid to charge those whom they think are responsible, so they charge scapegoats with the crimes they did not commit instead. When the other perpetrators are no longer in power, the courts have the willingness to confront them.

Why not having the willingness to confront Heng Pov's boss as well? The courts cannot do that, because he is still in power now. How convenient!

Regarding this matters it may be wise for Heng to put all of the facts, secrets and evidence on the table for all Cambodian in Cambodia/oversea and international communities to know what the exact activities that Hun Sen, Hok Lundy and Others is running on the background.
People in Cambodia deserve to know what their leaders is doing before the next election. Those who involved in criminal activities, corruptions should not be running for MP or prime minister position eg. Ah Hun Sen.
The people of Cambodia should demand for their removal, that incluse Hok Lunky of anyone found corrupted.

The court should not turn a blind eye on Hun Sen and his parties as per Anonymous 1 statement.

According to what Ke Sakhorn has said, the current court system is a coward who does not represent justice but to help hide the traitors's fault. Now, its dick is openly shown from its torn trousers. Its value is less than a poor illerate countryman. Kandal court is among those corrupt, cowardly ones in Cambodia. Its ring to distord money from innocent citizens ranges from commune police to district & provincial police. One of the ditortion source is Kean Svay. Now some of them said byebye and are assigned to newspaper reading posts elsewhere. Wait to see whether the new replacement will follow the same track. Please be reminded that Kean Svay eat a lot of main public servants.

who killed Ho Sok you bump! he was killed in the Interior ministry compound. those Cambodia Royal Police are killer, just like Pol Pot.

if their is a court for justice, UNTAC should be tried to be accessible to killing of Cambodian from 1992 on!

Ke Sakhorn, do you know who is HENG Veng? You said he is HENG Pov's brother, why don't say he is HENG Samrin's son?
I don't believe HENG Veng commited the crime. I know him since he was at secondary school, he is a good friend, a good person, kind and helpful.
Eight years ago HENG Pov was a low rank policeman, he had no power on the Phnom Penh court.
This accusation is one of many cases that the Mafia group has cretated against HENG Pov from asking asylum.

Dear Anonymous 2:01 AM,
Are you sure that HENG Veng is HENG Pov's brother as what Ke Sakhorn said?
I think the Anonymous 10:54 PM wants to say that "do not consider SURNAME as the persons in the same family".
It sounds better if we could avoid using the rough words!
