Cambodia's ex-top cop seeks political asylum

KUALA LUMPUR (Oct 11, 2006): Ex-Cambodian police chief Heng Pov, who is being held by local authorities for an immigration offence, is pleading for political asylum in Malaysia or another country as he fears for his life if he is deported.

Heng, who was personal adviser to Cambodian Prime Minister Hun Sen, had fled the country after he was sacked of all government posts on July 27, 2006, for allegedly being involved in several political crimes in his country.

He is wanted for several attempted murders and two homicide cases, including the killing of a judge.

In his one-page website (www.hengpo.com), the 51-year-old Cambodian has denied all the allegations which he claimed were to demonise him as he knew all about Hun Sen's illegal and criminal deeds.

He alleged Hun Sen had links with the trafficking of narcotics.

According to his lawyer, Edmond Bon, Heng Pov was arrested by Malaysian police in Bandar Sunway on Oct 3, 2006, for overstaying. He said a day later, a police team from Cambodia arrived to arrange for his deportation.

Bon said fortunately, a habeas corpus application by Heng Pov's wife Ngin Fotheavy to prevent the Immigration Department from deporting him on grounds that he may be imprisoned, tortured or even killed saved the day as the Kuala Lumpur High Court decided to stay execution until his case was heard again on Tuesday (Oct 17, 2006).

However, he said the whereabouts of the ex-police chief is being kept secret, denying him of his basic rights to a counsel and visitation by his family.

Today, Bon and Suara Rakyat Malaysia (Suaram) executive director Yap Swee Seng met with Human Rights Commission (Suhakam) commissioner Datuk N. Siva Subramaniam urging the body to intervene to ensure Heng is granted these rights.

Yap said although Suaram welcomed the court order, it is concerned the immigration department may still go ahead with the deportation as had happened before in similar situations.

Yap said Heng Pov also knows about the corruption and several murders committed by senior government officials whose victims included an actress and a political leader.

After the hour-long meeting, Siva said he would contact police to enquire about Heng Pov's whereabouts and would look into protecting his rights.

He assured Suaram and Bon Suhakam would ask the authorities to allow Heng Pov's counsels and family to meet him.
