Hun Sen avoids using the "c" word during talk with Surayud ("c" as in coup d'état)

Surayud, Hun Sen talk in Cambodia

Phnom Penh (dpa) - New Thai Prime Minister Surayud Chulanont arrived in Cambodia Sunday and met with his Cambodian counterpart Hun Sen in talks described as "completely fruitful."

One of Surayud's first points was to assure Hun Sen that a democratic election would be held in Thailand as soon as possible, government spokesman Khieu Kanharith told reporters after the meeting.

Surayud was installed as prime minister by the military leaders who deposed elected Thaksin Shinawatra in a bloodless coup on September 19.

Kanharith said the hour-long meeting wide-ranging and cordial, and conducted without a translator as the new Thai premier speaks fluent Khmer.

He said the two leaders reiterated that internal problems did not affect their bilateral and multilateral relations. Hun Sen has pointedly refused to call the ouster of Thaksin a coup d'etat, instead refering to it as "military events."

"The two countries continue to cooperate to combat bird flu," Kanharith said. "Sen told the Thai prime minister that the relationship between the two nations has not been changed. They discussed the overlap sea-border issue and Hun Sen said the team of negotiators for Cambodia team was still the same and if Thailand wants to resume negotiations Cambodia is ready."

Talks over the sea borders had stalled after a meeting between Hun Sen and Thaksin shortly before Thaksin was deposed, with tentative agreements on where they should be drawn but no agreement in sight on how valuable oil revenues on either side should be split between the two nations. Cambodia and Thailand currently do not have formal sea borders.

During Sunday's talks, Cambodia also asked for steel to help rebuild its railway system and discussed boosting trade between Cambodia, Laos and Thailand. The Thai premier visited Laos Saturday.

Surayud was also scheduled to meet with National Assembly and Senate chiefs Heng Samrin and Chea Sim during his visit, which ends Sunday evening.

Oconomic diplomacy and diplomacy control is in Sarayud corner.
Chou En Lai was fluent in few languages but in his political deals,he had always used translator/interpreter to sterilize unwanted diplomatic albeit.
See how dumb Hun Sen is so far. In discussing such hot topics without extra set of ears.If Srayud plays dirty,help perpetuating coup to topple Hun Sen then Hun Sen words were not to be verified.

It was useless that Thai PM tried to assure Khmer PM about the democratic election in Thailand because there are two reasons: (1)The Hun Sen governemnt never cares and implements democracy and human rights in his own country. (2) The Hun Sen government always considers problems happened in other countries as merely international problem, by just remebering as it is a state sovereignty regardless how this concept was developed since it was created.

However, it was strange that Hun Sen condemned the nuclear test of N Korea and considered it as a global issues. I think there is no concret policy for the governemnt of Cambodia, but base on the feeling of the sole leader.

Since 1997 with the Viet backing, Hun Sen has achieved three goals that democratic leaders in other countries have not been able to do: (1) military coup (July 1997), (2) political coup (break-up of Funcinpec, BLDP and Khmer Nation parties), and (3) election coup (fraud and intimidation).

That is why he is very careful about using the "C" word as it may remind people of what he has done since July 1997. If any foreign observers mention the "C" word associated with Cambodia Hun Sen will say that would be an interference in the internal affairs of the Cambodian people. He holds Cambodian people hostage against any concerned foreign observers and the international community.
