Cham Prasidh under fire (2)
Commerce Minister Cham Prasidh is currently under fire in relation to the fraudulent sale of "Certificates of Origin" allowing foreign companies based outside Cambodia to deceitfully use the label "Made in Cambodia" for their exports to third countries. Those "Certificates of Origin" were required for Cambodia's garment exports to the U.S.A. up to 2005, under the quota system. They were secretly sold by the Ministry of Commerce to companies actually based in China and other neighboring countries. By comparing export statistics compiled by the Cambodian Customs and import statistics compiled by the U.S. Customs, the U.S. Administration can now assess the value of garments fraudulently imported into the U.S.A. under the label "Made in Cambodia" from 2000 to 2004. Cambodia's real production capacity did not match either her alleged volume of exports. Cham Prasidh amassed a fortune of tens of millions of dollars from the sale of those "Certificates of Origin." He shared a portion of the money with other CPP leaders.
Kem Sokha to appear in court for corruption (2)
Cambodian Center for Human Rights (CCHR) president Kem Sokha, who is embroiled in a corruption scandal, will likely be summoned by the court in the coming days. Sixteen CCHR former employees, including several famous journalists and lawyers, have filed a lawsuit against Kem Sokha accusing him of embezzlement. On 10 October 2006, a respected non-government organization, the Cambodian National Research Organization (CNRO) led by Dr. Heang Rithy submitted the case to the court on behalf of the sixteen plaintiffs. Some of the plaintiffs claim that Kem Sokha has recently asked them to drop their lawsuit in exchange for positions in a new political party that he is going to launch with a large amount of money given by foreign donors.

Potential voters turned away at registration offices (2)
The ruling CPP is implementing a two-stage plan to manipulate voter lists so as to unfairly win the forthcoming commune council elections in 2007. In the ongoing voter registration period from 1 to 20 October 2006, the two stages are the following:
1- From 1 to 9 October, CPP members and supporters identified as such by CPP-affiliated village chiefs and commune chiefs, are mobilized by the state apparatus (which is synonymous with party machinery) to register as voters and to correct any mistakes on voter lists. Those CPP members and supporters are given priority over other people through a selective dissemination of election-related information and a selective delivery of public services, including the issuance of administrative documents that are required to register.
2- From 10 to 20 October, when non-CPP members try to register, registration offices have "timely" run out of the different administrative forms that are used to register voters. "Form 1018" is required for first-time voters, especially young people who do not have an ID document, which is common case for poor people in the countryside. "Form 1022" is used as a receipt for newly-registered voters. Since either of the two forms, or both of them, are not available, countless registration offices are practically closed now. At the remaining offices, the commune and election officials work so slowly or are so often absent that an increasing number of potential voters must be turned away. In order to limit the number of non-CPP members who want and try to register, the authorities have forbidden the broadcasting of a recorded message from opposition leader Sam Rainsy encouraging people to register. Cham Prasith has been one of the most corrupted minister since 1994. All garments manufacuturers from Vietnam and China have been paid since 1995 to Cham Prasith for certificate of country of origine until now. This crime is very serious because ir has harmed to hundred of thousand of lives. If he didn't sold this certificate, Cambodia could have at least 500,000 more people in work forces. He has destroyed cAmbodian work forces. In a civilised society, this kind of crime will end him in Prisn for life and all his properties must be confiscicated and put for auction. All monies recovered from all Cham Prasith' properties must go to Social wellfare department to help to the poors. We want to see this Banana Kingdon working on Cham Prasith'case. Hun SEn may promote him to senior Minister instead as the case of DOM HAK
Any hard evidence?

If you want to have hard evidence, you must follow european procedure on how to investigate a Minister.
-One a MInister has been alleged for corruption, that Minister must be suspended from all his ministerial position.
-THe National assembly must form a selected committee from all political parties.
-The police must involved.
-An advertissement to the public to submit their finding for this corruption.
-The Minister must cooperated with the selected committee and the police by signing neccessaries legal letters authosrised by him, his wife and all children to all foreign banks to identify all their deposited monies in each Bank.
****THe selected committee and police can then make a report on all their findings and make desicion on any irregularity of monies, public submission etc.. as corruption. If any finding of corruption, then the case will refer to the court for prosecution. THe Minister will have to end his political life as a result of lost of public trust and he must serve his jail term.
Does Cambodia follow European procedures for this kind of matter?
