Nhiek Bun Chhay, Funcinpec secretary-general, claimed that he will lead a one-day party congress on 18 Oct in place of Prince Norodom Ranariddh, even though there is no authorization given by the prince.
A high ranking Funcinpec party member officially said that there will be 4,500 party members who will participate in the congress, including council members from the national level and party councilors from various communes, and well as party activists. The goal of the congress is to modify the party bylaws and the enrollment of 1,621 commune-level party councilors into the national council in addition to the current 600.
However, prior to the congress, news media and a number of sources from Funcinpec had accused that there will a party coup to remove Prince Ranariddh from the party presidency. Nhiek Bun Chhay denied this: “The truth, as I already stressed, we will not touch Samdech historical leader, we are only reforming the party to bring in clarifications.”
An anonymous Funcinpec official source claims that Keo Puth Rasmey [husband of Princess Norodom Arun Rasmey], Cambodian ambassador to Germany, will be a candidate to replace Prince Ranariddh as the party president. However, Nhiek Bun Chhay denies that there is no candidate to replace Prince Ranariddh at all.
Nhiek Bun Chhay said that the upcoming congress led by him, did not receive any official authorization from the prince, however, he claimed that he was asked by party members to lead the congress.
On 13 Oct, Nhiek Bun Chhay issued an official letter saying that there is no order for party members to come to a meeting at the party central headquarters. However, two days later, on 15 Oct, Nhiek Bun Chhay issued another letter calling all members to mandatory come to a meeting. Nhiek Bun Chhay explained this change by saying that: “Lately, by request from the national council, we have issued an invitation letter for a national council meeting.”
Ok Socheat, [Prince Ranariddh’s advisor], said: “There is no authorization from Prince Ranariddh at all, this is an illegal congress.”
Hun Sen has shown in the past that he wanted to see a change of leadership within Funcinpec, claiming that he had difficulties working with Prince Ranariddh.

Come on Nhek Bun Chhay. Do not listen to animal Rannarith anymore. He is just like his father. He call people not to support you is exactly like Sihanouk in the 1970. In this century, we must have new ideas. Animal Rannarith is out for good. Noone own Cambodia and Cambodians people. This animal Rannarith should be out from Cambodia for good. This bloody man has breached the trust of Cambodian people and cannot be tolerated anymore. He must not think that having a blood link to Sihanouk, he can do every thing in Cambodia. That is out of date.
