VOTER REGISTRATION: NO NEED FOR PHOTOGRAPHS ON 1018 FORMS
In a letter sent on October 3, 2006 to National Election Commission (NEC) Chairman, Im Suorsdey, relating to the ongoing voter registration operations, Members of Parliament and Opposition Leader Sam Rainsy
1. inform the NEC Chairman that, on the basis of a NEC instruction, Commune Clerks refuse to register anybody who does not have his/her photograph stuck on his/her 1018 form,
2. remind the NEC Chairman that Article 19-New of the Law on the Election of Commune Councils stipulates that "To be registered on voter lists, citizens of both genders must fulfill the following conditions:
4. hope that the NEC Chairman will swiftly take the right measures in order to ensure that voter registration operations are conducted in the next 17 days in a law-abiding way.
SRP Members of Parliament

- be a Cambodian citizen
- be 18-year old on voting day
- have his/her residence in the commune of registration
- not be affected by Article 20-New",
4. hope that the NEC Chairman will swiftly take the right measures in order to ensure that voter registration operations are conducted in the next 17 days in a law-abiding way.
