Two Foreigners Charged With Child Sex Abuse

A US policeman from California and a Vietnamese woman were charged in Phnom Penh Municipal Court on Friday for their alleged roles in the sexual abuse of a girl believed to be 12 to 14 years old, police, court and NGO officials said Sunday. Early Thursday morning, municipal anti-trafficking police arrested a man identified as Rene Donal Ramirez, 50, at a private rented house in Tuol Kok district's Phsar Depot II commune, according to court clerk Phy Chenda Ramirez is suspected of sexually abusing the girl of Vietnamese origin, said Katharine Keane, director of the anti-pedophile NGO Action Pour Les Enfants. Police also arrested a Vietnamese woman believed to be the victim's mother, she said. Ramirez was charged with debauchery and the woman with trafficking; both are in the custody of the anti-human trafficking police, said Ngeth Sarath, the court's deputy prosecutor. "The victim was rescued and she confessed that she had sex occasionally with Ramirez, and that she got paid $200 to $400 a month," said Keo Thea, deputy anti-human trafficking police chief. US Embassy spokesman Jeff Daigle declined comment.
