The Labor Ministry has instructed factories and businesses to let staff take time off to register to vote or to revise their registration information, the National Election Committee said in a Friday statement. Tep Nytha, NEC secretary general, said Sunday that the directive targets nearly 300,000 factory workers employed in Phnom Penh, but covers any worker employed by a business registered with the Ministry of Commerce. "They can register in Phnom Penh or in their home villages," for the 2007 commune council elections, Tep Nytha said. The registration period runs from Oct 1 to Oct 20. Employees working outside their home provinces are to receive two to three days of paid leave between Oct 14 and Oct 16 to register, but they will not be compensated for travel expenses, he said. Mu Sochua, former minister of Women's Affairs and a Sam Rainsy Party member, said garment workers tend to be politically aware and will probably use the time off to register. "Workers have political clout," she said.
