The “famous” 1991 Paris Agreements on Cambodia

Recently, in Phnom Penh, a pompous and noisy celebration was held for the 15th anniversary of the Agreements returning back the Independence, Peace, Democracy, and National Unity to the Khmer Kingdom.
Of course, I had no part in the realization of these Agreements.
Allow me, nevertheless, to point out the following historical facts:
1- During the 80s, President François Mitterand of the French Republic, granted me successively, several audiences at the Elysée Palace in Paris. At each audience, I asked him to organize in Paris, for the sake of the Cambodia and the Cambodian People, an International Conference on Cambodia, with the participation of the principal “sponsors” of the 2 antagonist Khmer Parties, and of course, these Khmer Parties [also] (the Khmer people who are installed in Power in Phnom Penh by the S.R. of Vietnam and the 3 Parties from the Khmer Resistance [movement].)
In the archives of the Elysée (Paris), there are certainly documents proving the truthfulness of what I recalled above.
If there could be an International Conference in Paris, on Cambodia in 1991, it was thanks to President François Mitterand of the French Republic, and, a little, thanks to me.
2- In 1987, I alone took the initiative of organizing, at Fère-en-Tardenois (France), “talks” between H.E. Hun Sen and his close collaborators (Phnom Penh Regime) and … myself.
These “talks” made “a lot of noise.”
Some of the Principal Sponsors of the CGDK [Coalition Government of Democratic Kampuchea] severely reprimanded me, totally disapproving them [the talks]. (Today, these CGDK sponsors are among the best courtesans of Samdech Hun Sen).
One year, two years after 1987, I organized again “Talks” between H.E. Hun Sen’s “Team” and myself. In Fère-en-Tardenois, in Saint-Germain-en-Laye, only N. Ranariddh, my son, among the principal leaders of the Resistance, dared to support my initiatives recalled above.
Therefore, if the S.R. of Vietnam pulled its troops and its “Protectorate” from Cambodia in 1990, it appears to me that the “Talks” between Hun Sen and N. Sihanouk in France played a large role.
I will not say more.

could you use the real and moral khmer words to relate between our khmer people. It sounds not like professional at all. We are adult and we all khmer although we may live in different countries. Those who share ideas about khmer issues should be appreciated as country lovers already. According to the article printed in one of the well-known Khmer newspaper from the West, Francois Mitterrand was the one who had initially established peace agreement meeting between the leaders of the Cambodian political factions. Francois Mitterand had appointed some of his close friends and political advisors included Roger-Patrice Pelat, Claude Galabru, to invite King Sihanouk and Hun Sen for a special meeting. The meeting took place at Fere-en-Tardenois, a village northeast of Paris, France, from December 2 to December 4, 1987.
Due to indecisive and political manipulation by King Sihanouk, Claude Cheysson demanded to meet with Sihanouk one on one to seriously discuss about the establishing a peace solution for Cambodia. During the meeting, Cheysson reproved Sihanouk by stating, “We, France, we cannot build a peace solution for Cambodia if you continue to change so often your political position like that. You chose your political line, and then you maintain that direction. When you change we will do it together.
The meeting at Fere-en-Tardenois, and then the Conference at Paris-Kleber led to the signing of the Paris Peace Agreement on Cambodia, October 23, 1991.
Please note that, during those meetings, the Socialist Republic of Vietnam/Hanoi government made all the important political decisions for Hun Sen.
King Sihanouk, on the other hand, in exchanged for his royal palace, helped the Hun Sen/Hanoi government to kick Mr. Yashushi Akashi and his troops out of Cambodia. As a result, the SRV/Hanoi government troops had never left Cambodia – more illegal Vietnamese immigrants, illegally border encroachment, exploit Cambodia natural resources, etc.
For the sake of Khmer future, please tell us more or at least share with Prince Ranarith. DON'T TAKE IT WITH YOU!
