Ferry Director, Accused of Fraud, Denies Charges

The director of the state-owned Neak Leung ferry has dismissed allegations by SRP lawmaker Son Chhay that he has been embezzling the ferry's budget and spending the money on his children.

In a letter to Inspections Minister Men Sam An dated Oct 18, Son Chhay claimed the ferry's director Seng Chhuon took $30,000 allocated for the ferry, and used it to buy a car and motorbike for his children. Son Chhay also claimed that Seng Chhuon sold off property belonging to the ferry for personal profit and called on the ministry to investigate.

Son Chhay based his allegations on an anonymous letter of complaint about Seng Chhuon purportedly written by ferry staff to Prime Minister Hun Sen and dated Sept 15, and his own sources at the ferry, who he declined to name Tuesday.

"I have to deny all the charges by Son Chhay," Seng Chhuon said in an interview Tuesday.

Seng Chhuon provided an invoice signed by Ngen Khom, director of the National Treasury, and dated May 25,2005, which he said proves he has not been selling off ferry properly and keeping the cash.

Son Chhay said Seng Chhuon is welcome to sue him if he wants to clear his name.

"I want Seng Chhuon to sue me," he said. "I want the court to investigate this case."

Men Sam An declined to comment on the case Tuesday because it was a public holiday.
