No Compensation in Some S'ville Beach Evictions

Sihanoukville - Employees of Sihanoukville Municipality who own businesses on Victory Beach will be compensated for losing their beachfront properties, but other investors must leave empty-handed, an official said Tuesday.
Businesses on Victory Beach must dismantle by Sunday to make way for Russian firm Sea Snake Investment Group Co Ltd, Municipal Deputy Governor Chev Kim Heng said Monday.
Sea Snake Investment has obtained a 99-year lease on the beach from the government.
Meas Vuthy, who is also a deputy municipal governor, said Tuesday that only Cambodian civil servants will compensated by the municipality.
"The city has decided to offer city employees other space to conduct business," he said. He declined to discuss the arrangement further.
There are about 15 restaurants and bars on the beach, but only six are leased by municipal employees, bar owners said.
Joe Royal, 45, the British co-manager of Cafe Chinna on Victory, said that six businesses headed by foreigners and Cambodians sent joint complaints to Sihanoukville Municipality and the Interior Ministry in Phnom Penh last month, but received no response.
Complaints about the uncompensated eviction have also been sent to Sihanoukville municipal court, but it also has not responded, he said. "It’s going to be Little Russia around here," Royal added.
Chan Navy, 31, the proprietor of the Charlie Don't Surf bar, said she is not a civil servant and stands to lose the $6,000 she has invested in the bar.
Couderchet Andre, the French manager of L’Embar Cadere, said he would resist the eviction.
"You give money to me, I go. No money, no go.... The police will have to kick me out," he added.
Sihanoukville court could not be reached for comment and Meas Vuthy said that he was unaware of any complaints to City Hall, Interior Ministry spokesman Khieu Sopheak declined comment.
