Ranariddh back in Cambodia to sell his assets (2)

Ousted Funcinpec president prince Norodom Ranariddh is back in Cambodia for a few days to sell his assets (mainly lands and properties in Phnom Penh, Siem Reap and Sihanoukville) and collect cash (to be taken out of the country) before those assets could be confiscated in relation to corruption lawsuits that have been lodged against him and/or claims that his estranged wife princess Eng Marie Ranariddh could make on those assets.

ID cards withheld by police seeking bribes (2)

Tens of thousands of computerized ID cards newly produced thanks to international assistance have not been handed to the persons who should receive them, which casts doubts on the Interior Ministry's figures of "ID card holders". Those ID cards are actually being withheld at police stations throughout the country by police officers who would give them to the concerned citizens only in exchange for bribes ranging from 10,000 riels to 50,000 riels (or $2.40 to $12.00, in a country where the average income is less than $1 a day). Without these ID cards, many poor Khmer citizens are being excluded from the election process because they cannot prove their Cambodian citizenship.

NEC disfranchises over 10,000 victims of land grabbing (1)

In a November 8 decision, the National Election Committee (NEC) disfranchised over 10,000 victims of land grabbing currently living in two communes (Kauk Rokar in Phnom Penh's Dangkao district and Ampil Pram Doeum in Battambang province's Bovel district). The NEC said it refused to register a number of those destitute people as voters because they could not produce "supporting documents," especially the above-mentioned ID cards. If those disgruntled Khmer citizens (about 4,000 in Kauk Rokar and more than 6,000 in Ampil Pram Doeun) were allowed to vote in 2007, the ruling CPP would certainly lose the control of these two communes.
In an October 30 letter, several victims' representatives begged NEC president Im Suosdey, « We call on Your Excellency to please ensure the respect for the spirit of the Election Law that is based on the fundamental democratic principle of "One Man, One Vote." Please don't allow any NEC officials to put forward petty administrative arguments as pretexts to prevent the sovereign people from exercising their voting right. »

1,519 foreigners' names deleted from voter lists (1)

Many foreigners who were illegally/fraudulently registered to vote in past elections are still on voter lists even though they are unable to prove Cambodian citizenship. Details and results, as of today, of complaints to delete names of foreign nationals from voter lists are presented here.
