What do you mean by "In Cambodia, the more things change, the more they remain the same?"
To me, the very priority (should Cambodia catch up with the rest of the world) is for Cambodians themselves to change their attitude toward the current situations.
We should stop complaining and get down to something we can do to help. Although it is a tiny difference, do it! "Continuous tiny drops of water will wear the hard ground out."
