Prey Veng teachers are protesting salary deductions

Teachers in 3 elementary schools in Prey Veng district, Prey Veng province, are demanding that the deductions made to their salary be immediately stopped, as these deductions are seriously affecting their livelihood.

Elementary school teachers at Wat Chrey, Samaki Chrey, and Prey Ta Mok schools reported that they receive a monthly salary of 130,000 riels ($32) to 140,000 riels ($34) for teaching in the morning. If they also teach in the afternoon, their salaries are doubled. The teachers are accusing the district education office of deducting 30% from their afternoon teaching salary each time the teachers receive their trimester pay. The education office did not provide any explanation on the deduction made.

Teachers in Prey Veng said that in the entire district, when the teachers are performing double duties, their salaries are cut by 30% without any explanation provided. A group of 11 teachers went to ask for clarifications from the district education office at the end of October, but no clear explanation was provided to them, instead, they were begged not to report the salary cut. The district education officials promised them that if this happen again, then the teachers can report the case.

All the teachers are complaining about their low salary which is already not sufficient for living, with the salary cut, their livelihood is seriously affected: “It (salary) is never enough. Teachers in the countryside can plant rice crop somewhat, if not it is very difficult, especially when 30% salary cut is added like this. We have to pay for food, and gas for our motorbikes. Sometimes, we have to borrow money [to survive].”

The Prey Veng district education office could not be contacted to provide an explanation, however Hing Sopha, president of the Prey Veng provincial education office, said that he will investigate this affair.

Rong Chhun, President of Cambodia Independent Teachers Association (CITA), said that there is no law from the Ministry of Education which authorizes this deduction of teachers’ salary: “The deduction of teachers’ salary is illegal, and the Ministry did not issue any directive asking officials to deduce salaries up to 30%. The Ministry should take care of this issue and bring to justice the culprits.”

Keo Saphan, director of the education department, claimed that the Ministry has not set any goal to deduce salaries, however in some cases, it could be expenses related to the disbursement of salaries. Nevertheless, the action must be transparent and the teachers must be informed, if not the culprits should be warned. If the culprits are repeating their act, they will be dealt with.
