Some FUNCINPEC [National United front for an Independent, Neutral, Peaceful, and Cooperative Cambodia] Party officials hinted on Friday, 20 October, that at least four important officials loyal to Prince Ranariddh were to face an arrest attempt after they were expelled from the party led by Nhiek Bun Chhay. They said that You Hockry, Sao Rany, Serei Kosal, and Mam Bun Neang could be arrested for different charges.
You Hockry, second vice chairman of the National Assembly who now faced with the possibility of being removed from this position on the grounds that he overtly opposed the party coup and did not have his name on the 53-man new Steering Committee of the FUMNCINPEC Party, was said to be at the receiving end of a complaint already lodged against him. Some of the charges levied against You Hockry took place since the first government when he was interior minister.
At that time, You Hockry was involved in several drug-related controversies, especially the shrinkage of the drug haul from 6 kilograms down to just 6 pounds only. It was described that in a narcotic suppression operation, the police seized 6 kg of heroin and placed them in You Hockry's custody. However, when they wanted them back, the police received only 6 lb with You Hockry explaining that it was all a misunderstanding. He claimed that the police handed him only 6 lb not 6 kg, which was a big difference. However, since at that time You Hockry was co-minister of interior and the FUNCINPEC Party still held some sway, no one wanted to pursue this case any further.
Nevertheless, it was noted that what prompted the plans to arrest You Hockry was the fact that he infuriated Nhiek Bun Chhay and made the Cambodian People's Party [CPP] unhappy because he did not show up at the congress to expel Prince Ranariddh on 18 October. And at the same time, it is planned that You Hockry would be expelled as second vice chairman of the National Assembly to be replaced by Hong Sun Huot, known to be the brother-in-law of Keo Puth Rasmey the new chairman of the FUNCINPEC Party.
As for Sao Rany and Serei Kosal, it was said that they joined the conspiracy to stage a constitutional coup in the past and Hun Sen used to make overtly snide remarks against this coup. However, besides that, Serei Kosal, also known as Serei Phandorn, was involved in many other criminal activities, including selling national heritage objects (heads of statues) and defrauding people of their money.
As for Mam Bun Neang, former deputy governor of Phnom Penh, he was also said to have been involved in faking documents for property transactions.
In these cases, a number of observers said that to arrest or not to arrest anyone in Cambodia does not depend on whether the person is at fault or not. It is rather because this person is or is not the one the government wants or does not want to arrest.
At the same time, it is wondered that since some of the charges heaped upon these persons took place in the government's first term, how come the government and the plaintiffs did not accuse them then? Why they make the accusation now?
It has been explained that this is because in the past the accused were powerful and the plaintiffs, as well as the tribunal, were afraid to lodge any complaint and take any decision against them. It is well understood that the court in Cambodia is brave only to prosecute small, weak, innocent people. As for the big shots with fangs and claws, the Cambodian court prefers to look the other way.
This case was also explained by some civil society officials as part of reality, showing to the public that in Cambodia the powers that be or those close to them have the right to do whatever they please and it is out of the question for the law to punish them. And through this loophole, it is believed that not a few powerful persons in Cambodia are implicated in crimes, and scores of influential people are expected to be dragged to the court for prosecution once they no longer have power. And two-star Police Chief Heng Pov, adviser to Hun Sen, is the living example.
Concerning the plans to arrest important pro-Prince Ranariddh FUNCINPEC officials, it is said that they do not reflect the government's goodwill that much. In reality, it is merely an act of intimidation by one side against those who have refused to submit. If the government thinks it is good it should also call for investigations and take measures against other officials who are its CPP associates, too, for it is believed that in the current government thrive so many rogue officials involved in countless crimes.

You Hok Kry is one of the new multi-millionnaire after working in Cambodia from 1993. I hope after his arrest, all his assets must be stripped and put into the national coiffer. there are rumur that he made no least than US$300 millions since 1993.
