The president of the Cambodian Independent Teachers’ Association (CITA) has written a letter to Prime Minister Hun Sen asking him to increase the financial package for education in the next year from 11.6 percent to 20 percent of the national budget approved by the Council of Ministers last month, newspapers report today.
In the letter dated yesterday , CITA President Rong Chhun criticized the government for allocating a large portion of the budget for the Ministry of Defense and security issues in the past, emphasizing that “Cambodia is already at peace at the present. It is thus useless to spend money on the purchase of the weapons, tanks…,” Cambodge Soir reports.
CPP lawmaker Cheap Yeap said that in the approved national budget, the government has increased the fund for the ministries of Education, Health and Agriculture by three percent each, and decreased the money for the ministries of Defense and Interior by one percent each, The Cambodia Daily reported in its November 10 edition.
Rong Chhun explains that he proposed increase of 8.4 percent is intended to promote teachers’ living standards. He reasons that the current low salary forces teachers to engage in misconduct such as selling food in class, and providing answer sheets or high test scores to students in exchange for money, activities which will result in dropouts and poor educational standards for future generations, according to Samleng Yuvachun Khmer.
“If teachers’ salaries are not marked up while the price of goods on markets is on the rise, they remain collecting money from students or selling lesson [sheets] and food to them to add onto their income,” he said, Cambodge Soir writes.
Rong Chhun pointed out in his letter that many developed countries prioritize the educational sector because it is a key factor to promote a country’s human resources and socioeconomic development, Reach Seima notes.
He added that the most capable teachers in Cambodia often suspend their low-paid teaching jobs to serve in non-governmental organizations due to the low salary, whereas in Vietnam teachers are provided with a high salary so that they have free time to carry out research relevant to the development of effective human resources, the newspaper concludes.

I agree with you 100% Rong Chhun. All school teachers deserve to earn at least US$200 per month each for Primary School, US$ 250 for High School and US$700 for university. If they pay penny to School teachers, they will get monky to teach children. THe government must try to collect all revenue as much as they can.
Example
1-Duty. All import duties from all importers. At present, Cambodian government have paid very well to all MP and still give them on each term to buy two cars without duties. That is totally wrong. All Cars must be liable with duties. All Cambodian MP are driving more expensive car than Australia MP. In Cambodia MP drive land cruiser.
In Australia, they drive their own comodore.
IN NZ, they drive Nissan car.
What a different between a poor country living on begging and a rich country sending monies to help them?
2-All income taxes from all companies, governemnt servant who has earned more than $US300, from all commission selling lands, selling all kind of services etc.
3-Capital gain tax. Monies made from buying and selling properties.
4-Tax on petrol. At present, all petrol comapnies in Cambodia are making huge profit from petrol by paid nothing to tax because they are belong to Sok Kong ( Sokimex)and Hun Sen family ( tela khmer).
Cambodia should be better to collect enough revenue to pay all of the employees
5-It is time, that Cambodia must sack this mal-functioning and a former communism Keat Chhon from revenue Minister.
Education is not CPP's priority. Keeping Khmer uneducated make their grip on power easier. They are proud of begging and convincing donor nations for the money each year . However, they are very angry when teachers go on strike demanding decent pay.
Didn't they just institute a madatory military service for every man reaching 18? Where does the government get the money? Are they planning to steal the soldier'salaries too?
