SRP activist in Kompong Cham beat up by cops

Leang Ho, the president of the Thmey Kandal village council who comes from the Sam Rainsy Party in Preah Theat commune, O Raing Euv district, Kompong Cham province, had accused two police officers from the Preah Theat commune of using violence and had beaten him up with their guns causing injuries to his head and all over his bodies in the evening of 28 Oct. The beating occurred after Leang Ho intervened to end the fight between two groups of youngsters during a public dance held near his home.

The victim, Leang Ho, fled and took refuge at the SRP headquarters in Phnom Penh.

The victim told RFA on Monday that, three months before the local police officers beat him up, one of their armed colleagues came and ordered him to remove the SRP party sign from in front of his house, however, Leang Ho refused. The new violent incident perpetrated on Leang Ho is another attempt on him.

Leang Ho said: “I went to stop the youngsters [who were fighting], and they agreed to stop and went back to dance. I walked back home when I met the two cops: Sieng Hay and Srun. They pulled their handguns and pointed them at me. They threatened me: ‘You [think you] are strong, you will be handcuffed’, and then they jump to beat me up with their guns and I was hit on my head. They beat me up from the dance place until the police station. They said: ‘We beat one of you, this is to threat 100 of yours.’”

Leang Ho said that the names of the police officers are Hay and Srun, and they used guns and a wooden stick to beat him up on the head and all over his body.

Leang Ho added: “At the police station, they handcuffed me. I then ran out of the police station still handcuffed.”

Nuon Samin, Kompong Cham police commissioner, explained that in fact it was Leang Ho who instigated the fight which the authority had to intervene.

Nuon Samin said: “After receiveing the complaint, [the police officers] went to stop. The one (Leang Ho) who was talking [during the fight] may be part of the fight. We arrested him (Leang Ho) and took him to the station. Four of five members of his family, all of whom are drunk, [came] and he ran away with the handcuff on.”

Mao Monivann, opposition MP from Kompong Cham, said that the Kompong Cham police authority is finding all kind of excuses: “They (police) accused that people are drunk everywhere, just like during the recent killing in Ponhea Krek district.”

Mao Monivann said that he plan on raising charges to the Ministry of Interior on this issue, he is also planning to send a lawsuit to Kompong Cham court.

Hang Puthea, Nicfec President, said: “It is very surprising because the authority caused injuries with their guns, according to the law, this is wrong.”

According to the Sam Rainsy party, five incidents have already occurred during the month of October in Kompong Cham province.
