Police in Phnom Penh on Tuesday arrested a 46-year-old US doctor and a 22-year-old Cambodian woman for allegedly filming themselves while having consensual sex, officials said Wednesday.
At 4 pm, George Edward Hernesky of Virginia and Khieu Mithona were arrested at the Paris Hotel on Kampuchea Krom Boulevard in Prampi Makara district, police said.
"According to Khieu Mithona's confession, she had sex with the American twice and both times he shot video footage while having sex," said Keo Thea, deputy municipal anti-human trafficking police chief. Hernesky paid Khieu Mithona, a beer promotion woman, $20 for both sexual encounters, he said.
Keo Thea said the pair's antics allegedly violated Article 7 of the 1996 law on kidnapping, trafficking and the exploitation of persons. The article provides prison terms of one to five years and fines of between $1,200 and $7,300 for persons opening a place for committing "debauchery or obscene acts."
The pair's activities were spotted through their hotel room window after Hernesky opened the curtains to let in more light while filming, said Huy Song, Prampi Makara district deputy police chief.
"People saw him have sex with the woman through the window," Huy Song said.
Police found 21 videocassettes which reportedly show Hernesky, who arrived in Cambodia on Nov 1, having sex with women in Thailand and with Khieu Mithona, Huy Song said.
Police also found a suitcase full of revealing women's outfits used in the films, he said.
"He is good at making sex films," he said, adding that Hernesky also had three video cameras.
Police are uncertain of whether Hernesky intended to sell the recordings.
US Embassy spokesman Jeff Daigle said privacy laws prevented him from discussing the case.
Deputy Municipal Prosecutor Ngeth Sarath said he had only just received the case file on the arrest and may consider whether to file charges against the pair today.
Sok Sam Oeun, executive director of the Cambodian Defenders Project, said it was not clear whether the anti-trafficking law really prohibits the acts the pair are accused of committing. When in doubt, the courts must decide in favor of the accused, he said.

I am deeply disgusted with foreigners who exploit the people in our country. I’m glad he got caught. While in custody I hope the Cambodia officials chop off this guy’s penis. I prefer for him to suffer and be reminded of his action for the rest of his life.
The guy with the down-to-earth language (obviously a Khmer-American) should stop to think a little before he lets loose with invectives like this.
Cambodia is an impoverished country where the government elite steals money from the population through wide-spread corruption (some say as much of 25% of all foreign aid ends up in the pockets of government officials). This leaves many poor women with no choice but to turn to prostitution. There are no jobs. Of course, this is taken advantage of by a lot of foreigners men, including overseas Cambodian when they visit their home country, as sex is so cheap in Cambodia. I do not condone this but one must be realistic.
If this sex is done in a hotel room, whether or not the curtains are drawn, it is then done in the sphere of privacy. If people can watch it from across the street they should turn away or maybe try to contact the hotel reception. As we all know this happens everywhere in the world. There are people in the U. S. that have long telescopes to look across the street into other people's apartments, e. g. in New York. Now, is this a violation of privacy? The police would have their hands full if they wanted to prosecute all those acts.
The application of law in Cambodia is arbitrary and ludicrous as many past examples have shown. They even pass laws that make adultery, of which most every politician is guilty of, a crime. They censor themselves even in parliament. New cell phone technology is outlawed. In the face of constant violations of human rights and murder-for-hire, one would think there are more serious problems to tackle. The whole thing is a joke.
Prosecuting hookers with their tricks, whether they film each other or not (the woman seemed to consent to this), and I am not talking about human trafficking, child sex, etc., which certainly are some the of the big problems, is just diverting from the real problems the country is facing.

"Yes" American did use B-52 to drop bombs on Cambodia, along the HoChiMinh trial to kill the fucking Viet Cong who were seeking shelter with the Khmer Rouge along Cambodia/Vietnam border.
If the west, that is the American, the Canadian, or the European are coming to Cambodia for vacation or whatever, they don't need to bring their fucking sexual exploitative thoughts into Cambodia. remember... the whole thing was consensual. The woman was over 21 so she is an adult. Although I don't condone what he did, I did not hear that the any of the video taped material demonstrated violent behavior. This was a doctor...I doubt very much that he was going to sell this stuff on the internet or to any porn movie mogul. Obvioulsly that would ruin his medical career,(which now probably is). Some people may feel that videotaping a sexual act is erotic. If it is consensual with an adult, and there is no violence to it, is that so bad? I think not. This guy was just in the wrong place at the wrong time, and that to me is tragic.
