The deportation to Vietnam of 22 Montagnard asylum-seekers who were denied refugee status by the UN appeared to proceed smoothly Monday morning, with observers and officials reporting no signs of protest. "Very peaceful, very smooth," a US Embassy monitor who declined to be named said of the deportation, which had been scheduled to occur Friday but was reportedly delayed to allow time to complete unfinished paperwork. A handful of police officials were present shortly before 7 am when two minibuses carrying the Montagnards departed a Tuol Kok district facility administered by the UN High Commissioner for Refugees. "The last time there were claims the police used excessive force. This time we thought we'd take a look and see," the monitor said, adding that all 22 asylum cases had also been reviewed and rejected by the US Department of Homeland Security. Monday's deportation was conducted in a better manner than the previous deportation, a Human Rights Watch representative said on condition of anonymity. "It was a different atmosphere. Police had a different touch," the official said. Rights Watch, however, remains concerned that asylum-seekers who appeal their rejection for refugee status do not have access to independent lawyers, she added.
