The Council of Ministers on Friday approved the long-awaited draft civil code and submitted it for debate to the National Assembly. The code has been drafted over several years with the aid of Japanese experts and key issues have invoked the inclusion of alimony for divorced spouses and the procedures for gaining ownership of land. Officials declined to provide a copy of the draft Monday. The package of laws will supplant the patchwork of sub-decrees, judicial orders and current statutes that have governed civil party lawsuits since 1998. Marriage, divorce, inheritance and the transfer of property are all covered in the code, said Hy Sophea, a Justice Ministry secretary of state.
