CPP discrimination in the distribution of National Disaster Management aid?

Non-CPP Members Denied Disaster Aid: CCHR

Thirty families in Mondolkiri province's Pech Chreada district were denied disaster aid Sunday by the chief of Bou Sra commune because they weren't CPP members, rights workers claimed Wednesday. Hor Bun Heang, director of the provincial department of agriculture, said that 700 needy families in the commune had received aid from the National Committee for Disaster Management because of large-scale crop destruction by insects. But Choun Socheath, coordinator for the Cambodian Center for Human Rights, said that villagers have complained that CPP commune chief Keng Nhork only distributed the aid to members of his own party. Contacted by phone, Keng Nhork said: "The poor got donations, not the rich." Nhim Vanda first deputy president of the NCDM, who was present at the distribution, said that his organization does not discriminate based on political affiliation. Nhim Vanda, who is a CPP lawmaker, said that he did not believe that commune authorities chose CPP supporters to receive aid.
