Deported former Phnom Penh police chief to serve sentence

Former Phnom Penh police chief Heng Peo, who was deported from Malaysia on a special flight back to Cambodia here Thursday, once again faces the downturn of his fate, as 18 years of imprisonment await him and some other pending cases might inevitably add to his term and most probably lead to death penalty at last.

The one-legged and 49-year-old former legend in the kingdom's police arena looks like losing much weight, thinner than before and appearing white or even pale, a court official in condition of anonymity told Xinhua. "I have pity for him," he added.

Reporters were barred from interviewing Heng Peo, as he was transferred from the airport to the Phnom Penh Municipal Court and later to the Interior Ministry, in a vehicle whose windows were covered with black cloth.

Municipal court prosecutor Sok Roeurn told Xinhua that the former strong man will file complaint to the appeal court against the sentence of 18 years in jail, which was made in his absentia in September in Phnom Penh for his major involvement in the killing of a judge.

Ke Sakhon, presiding judge who once declared Heng Peo's sentence at the municipal court, told Xinhua that the guilty man returned to live his term and maybe face more lawsuits.

Sok Phal, deputy national police chief, told reporters that Heng Peo will eventually be sent into prison to serve his sentence for murder.

Earlier Thursday morning, the Malaysian Appeals Court overturned the Dec. 15 ruling by the High Court that Heng Peo be deported to Singapore where he had hoped to fly to Finland for asylum, on the grounds that only the Immigration Department could decide where a foreigner should be deported.

On Dec. 4, the Finnish government issued entry visa for him. Cambodia immediately urged Finland to reconsider its decision about Heng Peo, who also served as personal advisor to Prime Minister Hun Sen and under-secretary of state at the Interior Ministry.

Heng Peo managed to fled to Singapore in July and then to Malaysia. He had been detained in Malaysia since Oct. 3 for overstaying his entry pass.

While in Kuala Lumpur, he repeatedly pleaded with the immigration authorities not to send him back to Cambodia.

"In Cambodia I can die, 100 percent...because I have a political problem with the government," he told reporters.

The Cambodian court believed that he was responsible for the murder of Phnom Penh judge Sok Sethamony, while a press release from the Ministry of Foreign Affairs and International Cooperation insisted that he was involved in six other cases including illegal confinement, murder, attempted murder, kidnapping, and illegal weapon possession and usage.

While in power, Heng Peo possessed huge influence and had a lot of followers. He was widely thought to be a legendary figure as he underwent a fast rise from the base to the top, with his bravery and courage in dealing with diehard criminals.

Media used to call him Heng Pov, but in December changed to Heng Peo in accordance with a copy of his passport issued by the Ministry of Foreign Affairs and International Cooperation.

The difference is Hoc Lung Di is Yuon who serves Yuon interests and Hun Sen is Khmer who is married to Yuon like Siahnouk and serving Yuon not Khmer intersts.

This is a test for Hun Sen and Hok Lundy (youns). If Heng Poev dies in the prison or by some sort of so-call illness. It will only confirm th true color of these two clowns.

Money and power dictate the justice in today Cambodia. Heng Pov made mistake of going into a country whose millions of dollar worth of investments are made possible by Hun Sen government.

He now has to taste the same
government's medicine that he used on others when he served under Hun Sen.

My staff and I were in the state of uncertainty in the last 5 months or so. I am not sure what would be the outcome of this fugitive's escape to Finland. Any way we got the bastard! Good job everyone.

Hok Lundy, how much did you pay for Heng Pov's deportation? I, as the Prime Minister of Cambodia, would like to appeal to all Okhna to compensate Hok Lundy because he went to Hong Kong in a covet operation to withdraw some funds from his $84 million account to pay for this deportation. Please give generously.
