Cambodian ex-police chief wins legal bid to avoid deportation home

KUALA LUMPUR, Malaysia
A former Cambodian police chief on Friday won a legal bid in Malaysia to avoid being deported to his home country where he is wanted for murder.

Malaysian High Court Judge Abdul Kadir Musa ruled that immigration authorities should "remove (Heng Peo) to his last port of embarkation," which was Singapore. The ruling paves the way for him to fly out of Singapore to Finland, which has granted him a visa.

Heng Peo's lawyer, N. Sivananthan, said he has provided immigration authorities with a flight ticket for his client to travel from Kuala Lumpur to Singapore and on to Finland. It was up to them to decide when to put him on a plane, Sivananthan said, adding that he expects the move later Friday or Saturday.

Immigration enforcement chief Ishak Mohamed said he could not confirm when authorities plan to deport Heng Peo.

Heng Peo's departure would end more than three months of legal wrangling that followed his detention by Malaysian authorities in October after he overstayed his visa.

Cambodia has sought custody of Heng Peo, who was sentenced in absentia to 18 years in jail by a Cambodian court on charges of masterminding the April 2003 murder of a judge.

Sivananthan has said Heng Peo fear he may be killed if he returns. Heng Peo maintains his innocence, saying the trial was biased, according to his lawyer.

Finland granted Heng Peo a visa earlier this month to travel there because of fears that he might face violations of his rights if deported home. The visa does not allow him to travel anywhere else in the European Union.

Cambodian authorities reacted angrily, offering to send all their convicts to Finland, adding that it was "regrettable" that the European country would protect criminals.

Heng Peo was Phnom Penh's police chief until 2005, when he was promoted to become an adviser to Hun Sen. He also served as undersecretary in the Interior Ministry.

Heng Peo is also accused of links to the killing of a Singaporean man in Cambodia, and failed murder attempts against a newspaper publisher, an electricity authority official and the national military police chief.

Dear All KI readers!! PLease be positif with Heng Pov. I am always supporting Heng Pov. He is the only police chef in Phnom Penh under CPP to have Bachelor degree in law. He was one of the strong supporter of Sar Kheng ( Chea Sim'brother in law) who wanted for a longtime to provide good security to all Cambodian citizen in Cambodia. All his job were always faced with clashes with Mak Chito who was Hok Lundy'supporter to create criminal activities in Cambodia. The removal of Heng Pov was from two strong points.
-Hun Sen wanted to prevent Sar Kheng from CPP choice as PM of the next election. Hun Sen wanted to eliminate all his potential thread. Now, you see, Sar Kheng is being shut up and will disappear very soon. Hun Sen has now used Heng Samrin to support him to outweight Chea Sim group.
- Hok Lundy criminal activities were always faced with Heng Pov. Heng Pov have tried to clean up all criminal activities organised by Mak Chito. So heng Pov is one of the most wanted enemy of Hok Lundy.
If Heng Pov won't take a million dollars from Mong Rithy ( drug lord), he will get killed. It was Heng Pov who have arrested Dom Hak and this later have been released by Hun Sen( Dom Hak is a supporter of Mao Sokha).
WE must now celebrate Heng Pov for having release to Finland and we must condemn to all foreign representatives in PP who have receive briberies from Hun sen'wife and denied all justice to all Cambodian people and keep supporting this terror regime. USA policies of fighting terrorist have failed because they have supported many terror regimes like HUn Sen instead.

NOW CAN WE ALL KHMER COMMUNITY AROUND THE WORLD SUPPORT HENG POV AND FINDLAND GOVERNMENT IN CREATING A LAWSUITE CASE AGAINST YUONS, KHMER VIETMINH, CCP HUN SEN, SOK AN, HOK LUNDY WHO ARE OCCUPIYING AND OPPRESSING KHMER PEOPLE FOR SO LONG????? CAN'T WE???

How can the CPP government expect foreign countries to respect their decision, when they themselves are corrupt? Now, one must wonder if Heng Pov will reveal all the details in Finland about Cambodia's internal, political affairs.

Gotta be careful whoever dealing with Heng Pov, especially the opposition party. This could be a game that was set up by CPP or Yuon master in order to catch their enemy. Don’t forget, this was the tactic that used by KR during the killing field. It’s kinda suspicious when they raid Heng Pov’s house while he was in Singapore. If they were really wanted to catch him why didn’t they just wait until he comes back? Don’t tell me they didn’t know Heng Pov was out of the country.

This is just my theory and hope I am wrong on this.

Yes in Cambodia, most of the Stars are Thief stars. There is nothing to be proud with those stars and their uniforms.I will never let my son wear the military uniform unless those Thief Star are removed from the ARMY.

All generals!!! Please turn the guns back to the dictators. It is the time to change the situation in Cambodia to save our people and our homeland. Pinochet is dead and soon Fidel Castro, Sadam Hussen... now the time for Hun Sen, Hok Lundi.
