Four-star general Hok Lundy, national police chief, promised that he will continue to strengthen the security to make it better than before, in order to combat the culprits who rape women, those who fight each with samurai’s swords, and armed robbers. The number of crimes has been steadily increasing and is threatening security of the society.
According to an interview he gave to RFA on 29 Nov, general Hok Lundy said: “To summarize the goals of the government, as well as those of the minister of Interior, there is an absolute order to strengthen the issue of security and order in the society. This also includes rapes on women perpetrated by both foreigners and Cambodians, anyone committing this crime must be arrested and judged according to the law. Hotels and guest houses are the locations where the crimes are perpetrated, we will strengthen the surveillance and patrols to strengthen the current security. We will not tolerate young hoodlums, not just in Phnom Penh and Kandal province, but also all over the country. This is a common problem that we must resolve.”
Regarding the rapes of women and children in Cambodia, Mrs. Lim Mony, Adhoc NGO researcher in charge of women affairs, told RFA on Wednesday, that according to the investigation and survey in all 24 provinces and cities in 2006, the number of rapes of women has increased to more than 400 as compared to 320 in 2005.
Lim Mony said: “The main problem is the application of the law, criminals usually go free and they are prone to perpetrate their crimes again. Frankly speaking, there is no strong application of the law.”
On 25 Nov, a group of 8 young men raped a woman in Sa’ang district, Kandal province, until the victim lost consciousness. Four of the perpetrators were arrested by police. This week, a report indicated that an Australian woman was raped by 5 young hoodlums at gunpoint.
Another incident occurred when a group of young hoodlums from the Indratevi, Bak Touk, and Wat Phnom high schools are meeting each other to fight with samurai swords in Kien Svay district, Kandal province, on 25 Nov. Four of the youngsters were seriously injured, and they were arrested by the authority. Several samurai swords were also confiscated.
Armed robberies are starting anew in Phnom Penh recently, but the Phnom Penh police force intervened and arrested 10 robbers, and they also confiscated 6 recent model handguns, and confiscated 7 motorcycles.
Yim Sovann, opposition SRP MP, criticized the situation: “I am very worried about the current lack of security and criminal activities. They have been increasing since Prime Minister Hun Sen declared in 2005 the fight [against crimes] and ordered the authorities to fight against the hoodlums and robberies.”

As a national police you do not need to promise or not, but you have obligation to gurantee the social security to everyone regardless of social status. There is only two things to consider: if social security is bad then you, as police officer, have to resign or be punished because of incompetence; if the security is better that is the job to keep you in position. You must not calculate or roll up between the good and bad things of your work because you get people's salary every month, not only the months when there is good security but also the months when the security is bad. Remember that you RECEIVE salary from PEOPLE, not from governemnt, but you have never been appointed by the people.
All ah HOK LUNDY cares about is the security of the VIET aka ah YUON and me YUON KATOP in Cambodia that will be soon outnumbering the native KHMER if not already.
I should give him a good credit for taking care Hun Sen.
