PM Strikes 1st Deputy Governor From Ranks

Prime Minister Hun Sen signed a sub-decree Monday that eliminates the position of first deputy governor in provincial and municipal administrations. Information Minister and government spokesman Khieu Kanharith said that eliminating the rank would increase productivity. "It will be easier to divide work equally amongst all deputies," he said. The move means that provincial and municipal governments will be structured like government ministries in which secretaries and undersecretaries of state are not ranked, he said. Funcinpec spokesman Nouv Sovathero said that Funcinpec did not oppose the change, and that it would not disrupt the quota system for political appointments—a power-sharing arrangement created in 2003. Mu Sochua, the new secretary-general of the Sam Rainsy Party, said that the real problem with the current bureaucracy was not in titles but in numbers. "Too many deputy governors," she said. "The head is too heavy."

Mr. Hun sen will be sucessful if he is to listen to the SRP. Fire all of your dead woods! and replace them all the SRP's people.
