The Civil Society Organization Against Corruption Coalition says it will hand in the 'Clean Hand Treaty' that was signed by nearly 200,000 people to the government on Thursday.
The 'Clear Hand Treaty' was established in December 2005 by the Civil Society Organizations Against Corruption Coalition.
The treaty is intended to provide the Cambodian people with the opportunity to voice their opinions on corruption issues and also to maintain their commitments to fighting corruption in the country.
Approximately 12,000 people signed the treaty during the first month of launching the project.
Opposition Sam Rainsy party's Secretary General, Mu Sochua says she fully supports the anti-corruption movements.
Corruption has been widely recognized as one of Cambodia's biggest obstacles and it has hindered the country's development. According to a 2004 USAID Corruption Assessment Report, its report estimated that the "diversions from government coffers range between $300 and $500 million [each year]."
The Cambodian government admits that corruption does exist, however it claimed that it is practiced on an individual level, and denied that it is widespread throughout the government.

I believe that this clean hand treaty is one of the best proposal to clean corruption in Cambodia. China and Vietnam are the two countries which their government are fighting hard for corruption to get their country economic development and social development up to their expectation. Hun Sen must support this proposal with no condition.
If Mr. Hun Sen doesn't support this, We can all say that he is the corruption man. We all know by now that if the top dog don't care and don't support , it will all stay the same and that is his damm fault for not moving his rear end!!!!!!!!!
Now even RFA executive are being alleged as corrupted. They have never broadcast about the accident of Mr Sok Serei. What wrong with these Khmer in USA? Why you still need monies from Hun Sen? I suppose your salary in USA with RFA is high enough and shouldn't bother to get hungry with Hun Sen'monies?
Cambodia is presently instead of ruling by laws and National Institutions, is ruling by a single person who is Hun Sen.
All National Insitutions are no longer independant( neutral), no longer credible ( no credibility) and no longer reliable. We can name all National Institutions, from King, Opposition party, National army, National Police, Courts, Tax department, Education department, Public health, Medias etc.. and etc.....
We cannot expect all of these Institutions to be Neutral. They don't have their own credibility and people cannot relie on any of them. They are all listen to Hun Sen, receive instruction from Hun Sen, follow Hun Sen'dreams. Therefore the destiny of the Nation is fully depended to Hun Sen mentality. If he keep quiet, everyone has gone to sleep.

I agree with your speech and idea.
Each National Institution should be independent and is able to express or talk about corruption or whatever.
Now, cambodia is a cup that being held by one person. This is not democracy. (This is Communist-Democarcy...it is a transition between Communist and Democracy).
Cambodia is still on that road...not yet, get out of the communist..but it looks like democracy.
well,.wait till those bad guys are gone...I hope our next generation won't follow these people's trace...

1) Cambodia has NEVER had a leader who is of the people...Therefore, Cambodia needs a leader not from within... but someone who understand democracy.. someone who is well informed, educated..
2)All government official salary and assets should be delcare to the people.... this is how you end corruption.
3) AND the prime minister should not be in military uniform... this is dictatorship.
4) Have an audit of all government official.
5) Regulate for check and balance.
6) EGO.. stop being "big headed" your titles is nothing.. if the people don't respect you.
In a civilised society, the ruling party and opposition deserve the same respect from all National Institution.
-The opposition leader has a salary slighly higher than Minister of the Government.
-The Chairman of the National assembly must respect his dignity and his integrity as the same level as the Prime Minister.
-He has the top Priority to express all his opinions regarding all issues facing the Nation.
-Each time during the budget, he has his right to express his opinion after the Prime Minister speech.
-In every state dinner given to fireign head of State, the opposition Leader must have invited and be given his opportunity to deliver his state dinner speeches after the Prime Minister.
-The King, military leaders, Police leaders must give him the same respect and the same level of protection as Prime Minsiter.
-The Prime Minister cannot use threating languages against opposition party leader. If he does, he be found he has by the court, he must resign from Premiership as he is not a democracy supporter.
-THe budget of National Assebly must have given the opposition the same way of political budget according to the number of their members of parliament.
HAS CAMBODIA GOT THIS KIND OF TREATMENT? IF NOT, THAT IS NOT A DEMOCRACY SYSTEM !!!!!

They should go one further and make the CPP govt officials sign this treaty if they truely beleive they are not corrupt...!
This should be done regularly. The people of Cambodia should highlight and report any form of corruptions small or large at all levels all across the country.
Keep showing the CPP government that corruption exist small or large and give examples.
If the government continue to deny and show no effort to resolving the issues or introduce no changes to fix the issues permanently, we can conclude 100% the CPP, Hun Sen government is corrupted.
There for STOP any donation to Cambodia becuase it won't get to the poor people anyway....
What i like to know also regarding Heng Pov case, The Malaysian Court rule that he is innocent and that Finland granted a visa. How did the Cambodian govt get their hands on Heng Pov? using what method? could it be bribe to the Malaysian government officials? if so where does this bribe money come from? (cambodian budget)?.
