Irish International University's president met with some 20 Build Bright University PhD students to explain the school's accreditation, following reports that IIU does not have authority from the governments of Ireland or the UK to award degrees.
BBU officials told reporters to leave the Monday meeting with students. Following the meeting, IIU Executive President H Sandhu declined to answer questions about accreditation.
"An official statement will be issued tomorrow," H Sandhu told a reporter, before hurrying away.
Students said after the meeting that H Sandhu told them he will explain exactly how IIU is accredited to the Education Ministry in a meeting today.
The Irish Embassy in Malaysia wrote in an email Dec 12 that IIU does not have a campus in Ireland, that its degrees have no academic standing there, and it "is not recognized in Ireland as a University or as any other form of academic institution."
"The Embassy wishes to emphasize that use of the word 'University' in the title of this organization is in contravention of section 52.1 of the Irish Universities Act 1997," the statement read. Under that act, an Irish institution needs approval from the minister of education to call itself a university, it states.
"Clearly the 'IIU' and other similar business enterprises are endeavoring to exploit the good name of Irish education for their own ends," the Irish Embassy wrote.
Several IIU PhD candidates said after the meeting that they were not satisfied by H Sandhu's explanations.
Some of the students were afraid to give their names to reporters for fear of retribution and a female BBU official warned one student to stop talking to reporters because unspecified legal action was going to be taken.
Kao Kveng Hong, a media director at local advertising firm FCB, said that H Sandhu had told students that his university is registered as a business in Ireland but that he admitted it is not recognized by the government.
"He said that it is recognized internationally by the QAC...and it can set up campuses all over the world as long as it is recognized in those countries," he said.
The Quality Assurance Commission UK is mentioned on IIU's Web site, which as of Monday said: "The Irish International University is incorporated in the Republic of Ireland as an independent institution of higher learning. It is legally entitled to award undergraduate and graduate degrees."
Created in 2004, the QAC is not a member of the European Association of Quality Assurance for Higher Education, according to the European Union's Web site. For the UK the body recognized by the EU is the QAA, or Quality Assurance Agency for Higher Education.
The QAA Web site makes clear that it reviews universities for quality but it alone cannot accredit them, only the British government can.
Irish International University is not on the UK Department of Education and Skills' list of recognized degree-awarding bodies. The EU education policy Web site refers questions about accreditation to the governments of member countries.
"Sandhu told us that the [Irish] Embassy does not understand and that he would take legal action," a student who asked not to be identified said after the meeting.
He also said that H Sandhu dismissed media reports about IIU, claiming that they were completely inaccurate.
The PhD student said that he has taken classes from BBU professors and expressed concern about IIU’s accreditation status.
Kao Kveng Hong said that the price for his tuition is $1,300 per term for a BBU PhD and $1,500 for a twin degree from IIU and BBU.
He said that although he has already paid $1500 for this year, he would likely take only a Cambodian-government recognized BBU degree in the future and save the $200 per year.
Other students who attended the meeting, most of whom were middle aged, said they would wait to assess the situation after the Ministry of Education completes its ongoing investigation into IIU's accreditation.
Earlier this year, IIU awarded a PhD to CPP tycoon senator Mong Reththy, for his life experience and business acumen. In 2004, IIU awarded an honorary degree to Prime Minister Hun Sen.

H Sandhu is just a crook and liar. A degree from him or his so-called virtual institution is no different from a making one on your own, which might look even prettier.
BBU should also take the blame because of their own business profit, they don't care about the future of their students who hold a fake diploma. This will in fact affect the reputation of the university.
If you really want just diploma in name only, you might be better off spending a bit more to get one from the University of Phoenix through online courses. I guarantee you will learn something.

To cheat the poor cambodian people with degree when it is thought of as from a not recognised university is a crime against humanity considering their history of sufering with one million death and piling of skull which was shown to the world.god bless cambodia and its people.
