Prince Norodom Ranariddh is being sued by his wife, Princess Marie Norodom Ranariddh for taking Ms. Ouk Phalla as his mistress until they got a son together.
According to an anonymous reliable source, the lawsuit was filed by Princess Marie in the afternoon of 07 Dec through one of her trusted person. The lawsuit accused Prince Ranariddh of having extramarital affairs with Ouk Phalla, a former royal ballet dancer, who is also accused.
According to the monogamy law, Prince Ranariddh could face jail time sentence between 1 month to 1 year, and he could also be fined between 200,000 riels ($50) to 1 million riels ($250) if found guilty of the accusation.
The same source indicated that the lawsuit provided details of the events leading to the relationship between the prince and Ouk Phalla, and led to the secret love affair behind the back of his wife, and the subsequent birth of a son. The secret love affair is contrary to the monogamy law recently ratified by the National Assembly.
Based on Article 7 of the monogamy law which stated that “Considered as extramarital affairs any sexual relationship between a married man, who is not yet completely divorced, with another woman other than his wife, or the sexual relationship between a married woman with a man other than her own husband. A criminal love affair sentence will be handed down to any married man, who is not yet completely divorced, who has a sexual relationship with another woman other than his wife, and also to any married woman, who is not yet completely divorced, who has a sexual relationship with another man.”
Article 10 of the same law also stated that: “Any person who violates Article 6 and 7 of the said law will be sentenced according to the law with jail time ranging between 1 month to 1 year, and will face a fine between 200,000 riels to 1 million riels, or they can be sentenced to any one of the above two sentences.”
Ok Socheat, advisor to Prince Ranariddh, said on the afternoon of 08 Dec that the monogamy law cannot be used against the prince. He explained: “This law cannot be used retroactively. Therefore, it cannot be used against the prince.” He also explained that there is no marriage certificate established between the prince and Princess Marie because starting from the Kampuchea state (People’s Republic of Kampuchea) era, Cambodia does not recognize any paperwork dated from 1968 or any other regimes before it. Furthermore, Prince Ranariddh and Princess Marie did not register their marriage again since that time. Therefore, there is no legal link between the prince and his former wide, and the monogamy law is not applicable in the prince’s case.
Ok Socheat said that the lawsuit against the prince is only made for political propaganda purposes to claim that the prince cannot return back home. However, the prince had already resigned from his teaching position in France, and he will return back home when he has completed his three-week contractual obligations starting from 01 Dec.
However, a legal source indicated the fact that they live together even without a marriage certificate, and the presence of Princess Marie by the side of the prince both at the national and international scenes, as well as the sons and daughter produced by the couple, constitute ample proofs that are difficult to refute.
The court has not yet reacted to the lawsuit, however, the prosecutor will invite Princess Marie to come to the court first to back up her claim, then Prince Ranariddh will be invited next to answer to the accusations made against him. It is only after all that that the court can bring charges on Prince Ranariddh regarding the extramarital affair, and the file can then be sent out for legal investigation.

I think this lady must be stupid to put that law suite against her former lover. Rannarith has said that he has not married with her in a formal way yet. That mean, they didn't have any certificate of marriage. If This lady hasn't got that piece of paper, she will loose Ouk Phalla for sure. Only certificate of marriage can prove that they are legally married.
All politics. This is I think one of the tactics of the CPP or FUNCINPEC trying to derail Ranariddh from running his political party.

The Cambodian powerful elite could do anything. If they back Marie, she will have a good fighting chance.
Need a marriage certificate? No problem, this can be arranged. Need a land title document to grab another person's land? No problem, because officials documents like these can be produced and authenticated at a price. Or, they are free of charge if the person concerned has a powerful connection. And, who are in control of these public institutions? Pursuing such a court case in a law-abiding nation is another story, in which justice is above all else.
Marie certainly knows, or she was advised, how to bet on a winning horse.
This is another public womanizer trying to evade the truth and the responsibility. The true matter is they were husband and wife in the public eyes. They are not some couple we don't know need to be proven; it's already been proven. He must face the responsibility.

For instances, mistresses of corrupt senior officials (mostly CPP) would drive the latest models of Toyota RAV or Honda CRV. If they have chauffeurs then it would be the latest models of SUVs, such as Lexus or LandCruiser.
While the competition for status symbols is going on, the Cambodian population living below the poverty line can only watch in amazement at the amassed wealth being paraded around them. Their family cash box contains just a few thousand riels at most, but their misery does not make news in the mainstream media.
Hello 10:55, You must understand about formal marriage and traditional marriage. You can have as many times as you want, if you have no certificate of marriage, that mean you are not formally married. That piece of paper is very important. Therefore, if they haven't got that paper, they can be recognised as lovers or boy friend and girld friend. This piece of is not about distribution of fortune. Marie Eng has made plentifull monies than anyone can think off. She made a lot of monies from Royal air du Cambodge by stealing that airline monies to fund her tourism busines. How? She bought a lot of tickets from that airline in 1995-1996 for her tour group and had never paid off. Instead she used the monies from crediting her tickets for buying a lot of New Bus for her Tourism business. That was about Marie Eng and Ith Vichet. They are all big shark. They bike all the meat. That was why Royal airline have to bankrupt.
What can I say! Most Cambodian women rather pretend there is nothing going on wrong until it's really really wrong. That nasty looking Prince went to bed with Phalla for the longest time and she didn't know? come on!
You must have known at some point that this women have bite her tongue shut her eyes and swallow rock. So that she can may be mend her relationship back with her husband, but men don't understand that and just go fooling around some more. They just think that it's o.k. Oh well I need it and women when they are older, physical closeness becomes trouble some and couldn't careless either. If her husband deosn't pay attention to her, she is o.k. I thought about feeling sorry for her, but not. She probably is really happy just to get away from him. May be she just need money and her Princess status. Women when there is no husband to bother, she can live longer and happier and certainly less stress. Most men are bosses anyway. They had more than plently of those use and abuse. Less trip to go to the Gynocologist anyway, but that should not give men an excuse to be unfaithful.
