"I am not afraid of any people...even small police officers."
—Yam Yet,
Prey Veng
Provincial Prosecutor
A human rights group has filed complaints with the Prey Veng Provincial Court prosecutor, urging him to charge four officials involved in a bloody land dispute that last week claimed the life of one young villager.
"I want to push the prosecutor to speed the process of charging the offenders," said Adhoc provincial coordinator Men Makara.
He said that on Thursday he filed two complaints with prosecutor Yam Yet on the behalf of Prey Veng villagers.
The first complaint urged the court to charge Peam Chor deputy district governor Y Sam Ol and a military officer called Poeuk, who Men Makara alleges were involved in the shooting of Yeng Socheat, 17, who died Dec 14.
The second complaint alleges that Y Sam Ol, Hen Yom, a CPP councilor for Koh Sampov commune, and Sing Sokhom, the commune police chief, were involved in the shooting of two men Dec 5.
Men Makara said he had already asked the court to charge Hun Savann, a police officer in Poam Chor district, who he alleges shot and injured two people Nov 26.
"I think [Yam Yet] is afraid of the government officials," he added. "The prosecutor is CPP and the offenders are also CPP."
Yam Yet said he had just received the complaint against Hun Savann and has begun an investigation.
He added that he has not yet received the other complaints.
He also denied that politics had delayed the prosecution of justice and said that proper investigations take time.
"I am not afraid of any people," he said. "I even charged high-ranking police officers, so I am not afraid of small police officers."
Peam Chor district police chief Soun Savath declined to comment on his officers.
