University's Evidence Is 'Inconclusive': Ministry

The Education Ministry official investigating the accreditation claims of Irish International University met with a delegation from IIU on Tuesday but said the evidence they provided him with was inconclusive.

The meeting follows reports that IIU, which operates its "Asian Campus" at Phnom Penh's Build Bright University, does not have authority from the governments of Ireland or Britain to award degrees.

"They have some documents to prove recognition," said Chan Roath, the director of the Education Ministry's department of scientific research who is in charge of graduate degree programs.

IIU officials informed Chan Roath that private universities in Ireland do not need to be recognized by the Irish government he said.

Chan Roath said the ministry would now study the documents provided by IIU to determine whether they really do enable IIU to offer university degrees to Cambodian students.

"These procedures are complicated," he said.

"We don't know the systems [in Ireland], so it is difficult," Chan Roath added.

The Irish Embassy in Malaysia wrote in an e-mail Dec 12 that the Irish government which accredits private and public schools, does not recognize IIU as an academic institution and that its degrees have no standing in Ireland.

The UK Department of Education and Skills also does not recognize IIU as a university that can award degrees.

Lam Chea, dean of BBU’s law faculty and the university's legal affairs coordinator, showed reporters a dossier of documents Tuesday that he said IIU officials had given him to prove the university's accreditation.

The file contained a certificate of registration as a foreign company in Malaysia and a certificate showing IIU is a member of the Irish Exporters Association.

Lam Chea also presented a certificate from the UK-based Quality Assurance Commission, and from the Oxford Association of Management.

British government Web sites state that only the UK government can authorize universities to grant British degrees.

Created in 2004, QAC UK is not to be confused with the UK's Quality Assurance Agency, which advises the British government on educational institutions.

"BBU thought that Irish [International] is a university, is a complete university," Lam Chea said.

IIU officials have not responded to e-mailed questions regarding their accreditation.

Private schools do not need government to recognize it, but they must be members or join with associations that recognized by the department of education. This is a common procedure in the US. Whatever the matter, we should look at school quality and accountability rather than the accredited process. Accredited schools do not mean the quality schools. Most schools in Cambodia directly recognized by the government, but we still doutb about their accountablity and quality.

Cambodia must learn to check backgrounds before they make any agreements. It is careless that for someone as high as prime minister of a country can be deceived. That is embarrassing.

Hello all readers. THis Irish University do not need to be recognised by their Irish Government as long as Hun Sen recognised them, they can do business in Cambodia. They do not need to have their Campus in Irish but a small office at home and a computor is good enough!!!!!!!!!!!!
But there are so many wellknown people around the world who have also no Doctor degree or Bachelor, why, this Irish University won't make any degree for them? Like, Present Bush, President Hun Jin Tao, Former Prime Minister Taksin, Bill gate, Nelson Mandela etc... and etc.. Why they are all wanting to offer their degree to Hun Sen , Mong Rithy, Kok An, and Ly Yong Phat, Some of these guy cannot even speak Cambodian properly.

Does that mean Hun Sen Ph.d and Mong Rithy Ph.d should not be recoginzed too?

They needed to accredited. What if the teaching were done by ah Hun Sen families and cronies? What does one gains from uneducated faculty?

CPP main courses are corruptions, oppression, and raping the the motherland!!!

Actually it's not strange that BBC has singed an agreement with this Irish University.BBU is in a very low quality.

Poor Cambodian Students! you are now subject to business of the private uiversity and education ministry.

In Cambodia, education is a businees.so, most of the university don't care about the quality. They try to spend as less amount of money as possible.

Only one person is to be blames : Hun Sen. But when we think about this we have to find out who hands the power to Hun Sen: our innocent Cambodian people.
