Police Yet To File Warrants on Alleged Child-Rapists

Police in Siem Reap province have yet to apply to the provincial court for arrest warrants for three policemen accused of repeatedly raping a 12-ycar-old girl at a commune police post, officials said Thursday.

So Vat, chief prosecutor at the court, said that no warrant has been issued for the arrest of the officers because police have not presented anything to the court.

"I haven't received any documents from the police," So Vat said.

Officers Neang Sam Sineth, 25, and Kong Sokun, 21, both of the Kok Chak commune police force, and provincial intervention policeman Lack Vichheka, 19, have all been accused of raping the girl last month over a three-day period.

Sous Narin, monitor for local rights group Adhoc, said the provincial police want to bury the case by not cooperating with rights groups and have accused the victim's mother of looking to profit from the incident.

"The police said that the victim's mother only wants money," Sous Narin said.

Sous Narin added that police don't want to arrest the officers— who disappeared around Dec 6— because one of the accused, Kong Sokhun, is the son of Prasat Bakong district deputy governor Kong Pro Loeung.

Kong Pro Loeung said Wednesday that his son was guilty of the rape and admitted to trying to buy his son's way out of a trial by offering the victim's mother $500.

Chap Moun, investigator for the Cambodian Women's Crisis Center in Siem Reap, said the CWCC has found an attorney for the victim. He added that his organization plans to bring the girl to court for questioning regardless of how the police proceed.

Sun Bunthorng, chief of the provincial anti-human trafficking and juvenile protection bureau, denied that police were stalling for time. Police, he maintained, are diligently collecting documents and evidence.

Sun Bunthorng declined to say when the police might send the case to the court.

"If we know where they are, we will arrest them," he claimed.

So Vat, however, said that the police cannot arrest anyone without a court warrant, and no warrant can be obtained until the police apply to the court for one.

What a shame. She was only 12 years old. It is not a matter of trial. The men are 100% guilty, as they have fled, and one of the father admitted it. What on Earth are these hooligans thinking?
