Police Admit Man Tortured, Died in Custody; Family Wants More Money

Kompong Thom provincial Police Chief Mao Pov confirmed Wednesday that a 30-year-old man died after being tortured by two military police officers while in detention Dec 29 and 30.

The family of Tous Sdoeung, however, have withdrawn their complaint against the two officers accused of torturing him to death after receiving $750 in compensation, Mao Pov said.

"It is quite true that the man was tortured," Mao Pov said by telephone.

Though the victim's family agreed in writing Jan 6 not to sue the two military police officers based in Sandan district's Tomring commune, Mao Pov said the case has been sent to provincial court.

Tous Sdoeung was arrested by military police Dec 29 after burning down his own house and beating his wife while drunk. His badly battered and bloody body was returned to his family the following day.

Adhoc Provincial Coordinator Nguon Solina said Wednesday that the family of Tous Sdoeung felt forced to accept the compensation from the military police but have since appealed for more.

On Jan 10, the victim's wife lodged a complaint with Adhoc seeking an additional $1,250 in compensation from the military police officers who were allegedly responsible for Tous Sdoeung's death.

"The victim's wife was forced into accepting the low compensation...which is why she appealed to us for more compensation," Nguon Solina said.

The military police officers involved have since been removed from their posts, she added.

"We are not sure whether they will be suspended from work or if they will be promoted,"

Kompong Thom military police chief Dy Phen declined to comment on the case Wednesday.

Provincial Court Prosecutor Huot Hy said Wednesday that he had yet to receive the police report but would act once it arrived.

Extremly sad. The life of an innocent Khmer is cheaper than that of a dog. The killer might be promoted to higher rank. Cambodia is no different than the killing field.

The military police should be convicted. Why Cambodia is a barbaric country? Why does it endorse such an animal act?

This is not about human life, but
about freedom.

This is the freedom that we have
that no other country has, and I
am very proud of it, and I don't
care what anyone say because we
are a sovereign state. Here, we
have the freedom to settle our
dispute among ourself without
government interference, unless
we wanted them to do so by filing
a complaint to the court.

Yes the Yuan/CPP police have FREEDOM to shoot other innocence for 750 buck.
Wait until your own family members will be shot to death by the viet Nguyen Van Son aka Hoc Langdy police in front of you, then come back and write to us that your family have freedom to be shot to death.

hahhaa. About the "freedom of a sovereign state". You sound like Cambodia's information minister Blue Khanaridh. He's been known to excuse the government's inhumane treatment of human being as freedom acts of a sovereign nation.

For all we know, bong, paon, this is Khieu himself or maybe his apprentice speaking on behalf of the government of the jungle again.

the notion of freedom is poorly understood here. When one is born and raised as a communist, one have to accept the fact that one is intellectually incapable of understanding freedom. In this case, one should keep one's mouth shut and let others who understand apply the principle and seat back to reap the benefit.

go both way.

Now, let me try again.
Both criminal laws is the same,
that is they both proscecute
criminal. The difference is
the khmer's law allow you to
work out your lost or damage
among yourself. And if you
can't come to an agreement,
you can file for a criminal
proscecution with the court.
Isn't that better then the
"no option" criminal law that
is used in the west? Of course
it is. It is obviously give the
people a choice, which is freedom.
Get it, now?

Please know that I did only ask you politely, because I found your writing somehow is very confusing. I did not bash you at all. What for? As for you called yourself
"KhmerPiakDuon" and I was told by someone that you called yourself Khmer wears Yuan's hat, b/c I don't understand the language that well. I found, it was very insulting to all Khmer people the way you did. If you are Yuan who live in Cambodia or born to an ethnic Yuan you shouldn't be afraid of others but be proud of your Yuan.

The last of your response to me is not only accusing me but you appear to only causing troubles which I have no desires to waste my time with. If you don't want to exchange opinions with me or with others for a better society, then just ignore it.

Sorry I don't think you can handle the public opinions from all over the world if you are too irrational and always running into an inferiorty complex.
